Position Summary
RMGS is seeking a Design Monitoring and Evaluation Specialist to serve as a Key Personnel supporting the Ukraine End Use Monitoring program. This position is responsible for the design, implementation, and analytical oversight of monitoring and evaluation activities that support EUM inspections, asset utilization assessments, and reporting. The Design Monitoring and Evaluation Specialist ensures that data collected through inspections and surveys is methodologically sound, analytically defensible, and suitable for U.S. Government oversight and decision-making.
Key Responsibilities
- Design and refine monitoring and evaluation methodologies used to assess the presence, condition, use, and effectiveness of EUM assets.
- Develop and maintain inspection tools, surveys, and data collection instruments in coordination with INL Kyiv and the Program Operations Manager.
- Analyze inspection data, inventory records, and LDDT documentation to identify trends, anomalies, and potential compliance concerns.
- Support the preparation of monthly, annual, and ad hoc analytical reports, including narrative findings and data visualizations as appropriate.
- Ensure consistency, accuracy, and integrity of data collected across multiple inspection teams and locations.
- Advise the Program Operations Manager on data-driven improvements to inspection planning, asset monitoring, and risk prioritization.
- Support audits, reviews, or inquiries by ensuring analytical transparency and traceability of findings.
- Coordinate with Ukrainian national monitoring staff to ensure data collection practices are understood and consistently applied.
Required Qualifications
- Bachelor’s degree in monitoring and evaluation, statistics, public policy, international development, security studies, or a related field.
- Minimum of 4 years of professional experience in monitoring and evaluation, data analysis, or program assessment for international or U.S. Government–funded programs related to security assistance.
- Demonstrated experience designing data collection methodologies and analyzing large or complex datasets.
- Experience working in fragile, conflict, or post-conflict environments.
- Strong analytical writing skills and ability to communicate findings clearly to non-technical audiences.
Preferred Qualifications
- Experience supporting security assistance, law enforcement, or equipment accountability programs.
- Familiarity with End Use Monitoring concepts or compliance-focused monitoring frameworks.
- Experience working with foreign partner institutions or locally hired field staff.
