Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Army Aviation Support Facility (AASF), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities Indefinite Appointment/Temporary promotion not to exceed two (2) years. The purpose of the indefinite appointment/temporary promotion is to backfill a deployed Soldier. The indefinite appointment/temporary promotion will be terminated within 30 days of return of the incumbent to the position. Position to be filled upon the vacancy of the incumbent. JOB SUMMARY: The purpose of this position is to supervise workers, either directly or through one or more subordinate leaders and/or supervisors, in accomplishing the operations of a distinct organizational unit and to perform associated nonsupervisory work. Work involves two or more dissimilar or unrelated occupations. The organization and nonsupervisory which best reflects the nature of the overall work operations supervised is Aircraft Systems, WG-8801-10. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Plans weekly or monthly work schedules and sequence of operations. Assigns tasks to be performed. Recommends and participates in the selection of personnel to fill vacancies. Performs the nonsupervisory work of the function as needed. Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions. WORKING CONDITIONS: Often works in clean, well-lighted, and well ventilated shop areas, but may work outside or inside in areas that are drafty and noisy, such as aircraft hangers. Stands on concrete or hard composition floors for long periods of time. Frequently exposed to grease and solvents, to noise from drills and hammers, and to the possibility of cuts and abrasions from handling tools and parts. PHYSICAL EFFORT: Required to stand, stoop, bend, and reach. Frequently handles items weighing up to 10 pounds and often lifts and carries assemblies weighing up to 50 pounds. Weight lifting equipment and other employees are available to assist when handling heavier or awkward items. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience or training installing, adjusting, aligning, troubleshooting parts, subassemblies and components and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. KNOWLEDGE, SKILLS AND ABILITIES: Ability to plan and organize the work of an aircraft maintenance function. Ability to meet deadlines. Knowledge of aircraft repair functions. Ability to work with others. Ability to oversee and train subordinate supervisors, to deal objectively with workers and render sound supervisory decisions. Ability to devise new methods. COMPATIBLE MILITARY ASSIGNMENT: For an indefinite appointment which is to backfill a deployed technician, MOS and unit of assignment are waived for 18 months following assignment. However, rank requirement must be met to avoid grade inversion. For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted. MILITARY GRADE (Prior to Application): Warrant: WO1 through CW4; Enlisted: E-8 through E-9 UNIT OF ASSIGNMENT: Any aviation unit within state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid.
