Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.
We are seeking a highly skilled and experienced Engineering Technician to join our team Keflavik, Iceland.
As an Engineering Technician you will provide support services for the Public Works Department Sigonella - Keflavik Field Office located at Icelandic Coast Guard Security Area Keflavik, Iceland and surrounding areas. You will be assigned to projects supporting Naval Forces Europe and United States Air Force Europe.
This will be an onsite assignment in Iceland and requires a Secret Clearance.
Duties and Responsibilities:
Provide construction quality assurance services to monitor design-build and design-bid-build projects of varying complexity, up to and including the construction of highly sensitive areas for adherence to contract documents, provisions and applicable trade and safety standard
Make recommendations to the Government regarding the acceptability of the work performed and notify the construction contractor of any work that poses an imminent danger to personnel, equipment, or property
Make regular visits to project sites to review construction work is in compliance with the contract including the design, UFCs, and safety requirements and prepare a Quality Assurance Report (QAR) for each site visit
Attend meetings including but not limited to post-award kickoff meetings, weekly QC/Owners Meetings, 3-Phases of Quality Control, Partnering Meetings, and construction conferences
Review and comment on government approved technical and administrative submittals including but not limited to contractor's Quality Control Plan, safety/accident prevention plans, baseline and monthly updates to the critical path schedule, test plans/reports, performance verification tests of major systems, Operation and Maintenance Support Information (OMSI), etc.
Review and comment on constructability reviews of plans and specifications
Review construction contractor compliance with quality as required in the construction contract specifications and Quality Control Plan and document the need for corrective action and review construction contractor compliance with safety requirements and document the need for corrective actions
Review construction contractor's daily reports for thoroughness and for any discrepancies. Provide reviewed copy of reports and proposed corrections to Construction Manager
Review and monitor project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.
Identify issues that may result in changes to contract value or duration to the Government construction manager and Contract Specialist
Provide potential corrective scopes and cost estimates for modification(s) to the government representative or contract specialist/officer and provide technical assistance to assist in answering requests for information (RFI) from construction contractor
Monitor the construction contractor's material testing and analysis in accordance with the contract requirements, review for compliance and make recommendations to the government representative/COR for correction
Monitor the closeout process including punch list preparation and completion, testing and startup of major systems, and final acceptance
Monitor construction contractor's updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements; verify that a complete set of as-built drawings is turned over at the close of the contract
Make reports of any updates that are not completed timely and make recommendations for corrections
Perform other responsibilities associated with this position as may be appropriate.
Qualifications to be successful in the role:
Technical and practical knowledge and experience (at least 10 years) as an engineering technician, superintendent, or quality control/quality assurance manager or representative, or Contracting Officer's Technical Representative on Department of Navy or other Department of Defense Construction Projects
US Passport holder and currently possesses or has the ability obtain a SECRET clearance
Extensive experience, ability and understanding of facility construction concepts, principles and practices applicable to civil, mechanical, electrical, and/or environmental projects
Ability to understand and review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes to the contract documents
Thorough knowledge of construction practices and methods and construction management skills as demonstrated through relevant construction and/or construction management experience
Experience and ability of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements and as outlined in the EM-385-1-1 and 29 CFR
Record of completion of the full 40-hour EM 385-1-1 Construction Safety Course (NAVFAC or USACE) within the last 5 years. The eight-hour online course is not an acceptable alternative
Knowledge of Primavera scheduling software and/or other construction scheduling software packages is desired
Ability to perform strenuous activity while working outdoors in extreme heat or cold, working in confined spaces, climbing and using fall protection equipment will be required on this contract. Assigned Contractor employees must present medical certificate of physical qualification showing that they are physically capable of performing the tasks outlined in the PWS
