JOB OVERVIEW
The Senior Proposal Analyst will support the proposal lifecycle and lead the preparation and submission of winning proposals. In this role, the Senior Proposal Analyst will work across the organization to develop, lead and manage responses to Request for Proposals (RFPs), Request for Quotations (RFQs), Requests for Information (RFIs) and lead and manage the proposal development process to ensure on-time delivery of compliant, compelling proposals and responses to customers in the Federal Government customer space.
The position is highly visible across all levels of the company and involves researching, writing, editing and producing client-facing documentation on behalf of our company. In this role, the Proposal Manager will successfully communicate and collaborate across the company with the executive team and with stakeholders supporting BD, Capture, Technical Business Units, Proposal, Pricing, Security, Contracts and Talent Acquisition and other subject matter experts.
The candidate for this position should exhibit strong writing and speaking skills, have excellent attention to detail, willing and able to communicate clearly and often, and the ability to generate creative ideas while working both independently and collaboratively with all contributors. The successful candidate is expected to be a self-starter, multi-tasker who works well under pressure and is comfortable working with a broad, often geographically dispersed team.
ESSENTIAL FUNCTIONS
Act as the central point of contact on assigned proposals, and lead and guide the development of all proposal activities across the team.
Analyze RFQs, RFPs, Sources Sought Notices and RFIs to create proposal outlines and development plans.
Direct proposal kickoff and debrief meetings, as well as prepare detailed proposal plans, schedules, outlines, and compliance matrices for all phases of proposal development.
Work with all stakeholders to develop win themes, value propositions, strengths, risk reducers, and differentiated solutions to initial proposal outline, and ensuring the message is articulated throughout the proposal.
Facilitate multi-disciplined groups in brainstorming and developing solutions to key aspects of the proposal providing tactical advice and guidance with the ability to drive strategy and solutions that result in winning submissions.
Manage proposal content to ensure compliance to RFP requirements, evaluation criteria, and technical requirements.
Maintain, augment and improve a library of content, templates, and proposal processes to maximize efficiencies and maintain the highest quality of bids.
Attend and/or lead proposal meetings, and color team reviews.
Provide writing guidance to authors, volume leads, and capture coordinators to ensure proposals are clear and concise.
Monitor, evaluate, track, and coordinate IDIQ and GWAC Task Orders and Task Order response efforts.
QUALIFICATIONS
United States citizen with the ability to obtain a DoD Secret clearance. A clearance is not required for start of employment.
High School Diploma or GED equivalent.
4+ years specifically related proposal development/management experience in a Federal Government Contracting environment.
Working knowledge of the Federal Government contracting process and expertise in RFP compliance.
Proven ability to work across organizations with effective communication, leadership, and project management skills.
Expert level proficiency in Microsoft Word.
Excellent writing, grammar, and oral presentation skills.
Ability to work in a dynamic, schedule-driven, results-oriented environment.
DESIRED QUALIFCATIONS
Bachelor's degree is preferred.
Expert desktop publishing skills is a plus.
SharePoint experience is a plus.
FAR/DFARS knowledge is a plus.
APMP certification is desired.
Understanding of the Shipley's Methodology is desired.
PHYSICAL REQUIREMENTS and ENVIRONMENTAL CONDITIONS
Inside office environment that will majority consist of on-site work at MartinFed's corporate office in downtown Huntsville, AL. Some telework may be allowed.
The work area is adequately lighted, heated, and ventilated. Some walking, standing, bending, reaching, and carrying light items such as papers and books.
Requires hand-eye coordination and manual dexterity sufficient to operate a keyboard and other office equipment.
The work environment is fast-paced and sometimes involves extreme deadline pressures.
The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers/Teammates.
