Summary This position is located in the Enforcement Bureau (EB), Office of the Field Director (OFD), Region 2, Dallas, Texas Field Office, Federal Communications Commission (FCC). Duties: As a Senior Field Agent, the incumbent's daily activities cover a wide range of issues in support of the Bureau and Commission's enforcement programs. The incumbent serves as an investigative authority and is responsible for providing expertise, advice and guidance to staff and management on the interpretation and the enforcement of the rules, procedures, policy directives and programs. In that capacity, the incumbent develops and performs complex investigations and studies and analysis arising from both national and regional problems that have a broad impact and implications. Work is proactive in emphasis, seeks solutions and development of innovative compliance techniques and procedures implemented by the Office, Region, and/or Bureau. The incumbent is responsible for resolving the most complex, controversial, or unique interference matters. Takes a lead role in educating users as well as staff within the Office on enforcement laws, rules, and regulations. Directs fieldwork in matters of importance including those affecting safety of life and property; international investigations; and national security initiatives. Initiates and reviews Official Notices of Violation or Warnings to radio operators and licensees, to bring unsatisfactory or violative conditions to their attention as a result of completed monitoring, investigations and/or inspections. Provides guidance on investigative techniques and interpretation of Commission rules and policies. Reviews case reports and other documents that will require sanction action. Participates in regional emergency planning meetings, serves as the local expert in emergency communications restoration, participates in FEMA conducted training exercises and is able to serve on ESF-2 task force and deployments as necessary. TRAVEL REQUIRED The incumbent may be required to perform investigations out of the office several days per week (returning to their duty station the same day.) The incumbent may also be required to perform consecutive days of overnight travel on average once a month. Occasionally the incumbent may have to perform official overnight travel more often and on consecutive weeks. The incumbent's personal schedule can often be considered when scheduling overnight travel. The incumbent is expected to serve as the "as-requested" agent an average of 5 times per year over weekends and holidays to address public safety issues and emergency harmful radio interference.
