Job Description:
Support Program Managers and Project Leads in developing and maintaining comprehensive execution plans within an Integrated Master Schedule (IMS) using MS Project. Generate, monitor, and report program metrics and performance data (EVMS and KPI’s). Coordination with the IPT execution team members (across all supporting functional disciplines) to review and analyze program metrics, status, and information. Assist managers in identification of root cause and developing corrective action plans to address program performance issues and to create high fidelity ETC/EAC forecasts throughout the period of performance. Provide support in the development of fully resource loaded, time-phased and sequenced program schedules with level-loaded resources across the period of performance. Support program management through administration of Risk and Opportunity Management, Change Control Management, documentation of Lessons Learned, updates and maintenance of the Integrated Program Plan, Program RAIL, deliverables tracking, Recurring cost tracking, issuing and assessment of Work Status Reports, and development and distribution of Program Work Authorizations.
Essential Functions:
Program Metrics and Analysis:
- Ensure the validity and accuracy of information within the program IMS supporting the output of high fidelity Earned Value Metrics and KPI’s that reflect the actual program performance
- Support the compiling and assessment of EV performance data and metrics to monitor program health and performance against established baselines
- Perform root cause and recommend corrective actions to address identified performance issues
- Develop charts, graphs, and visuals that effectively convey the performance, trends, and forecasts pertaining to program performance
- Present and describe program performance information to internal stakeholders and external customers
- Provide clarification to execution team members and CAM’s as-needed, relative to the meaning of program metrics and performance data
Scheduling:
- Develop time-phased, resource loaded, sequenced, budget allocated IMS that reflects a requirements-based execution plan for a program
- Maintain and update the program IMS throughout the program period of performance
- Coordinate with CAMs to verify performance status, ETC, and forecast dates for evaluation and incorporation into the IMS
- Coordinate with Program and Project Managers to summarize schedule concerns, status, drivers, and recommendations for corrective actions as-needed
- Ensure that resource loading within the IMS is level-loaded and reflects the resource allocation/capacity provided by the functional leads
Monitoring and Control:
- Regularly audit labor charge details to ensure accuracy, perform or assist with corrections as needed
- Monitor actuals reports to assess labor and ODC charges to the program budget
- Provide support for program audits to assess compliance to existing processes and requirements
- Provide support relative to tracking and monitoring of program performance against baselined Design To Cost (DTC) targets
Status and Communication:
- Provide support for creation of program performance charts and presentations for recurring reviews (internal and customer)
- Communicate program performance, issues, and corrective actions to program stakeholders and execution team members
- Coordinate with program team to effectively assign IMS tasks and solicit/compile status
Program Administration:
- Provide support for Risk and Opportunity Management and the administration of the R&O Log. Coordinate with program team to identify, quantify, and appropriately action risks and opportunities
- Provide support for the administration of the Program Change Control process and the Program Change Control Log. Coordinate with program team to identify, quantify, assess, and disposition program change requests
- Provide support for the administration of the Program Action Item Log, and coordinate with the program team to identify, assess, quantify, and assign and status program actions
- Provide temporary support as acting program/project lead when the Program/Project Manager is out of office or unavailable
- Provide support for the establishment of a program WBS and development of a program work authorization for budget approval and allocation
Miscellaneous:
- Provide support to the PMO in the development and implementation of standard processes and tools for Program management
- Provide support for business level Continuous Improvement initiatives and projects
- Provide mentoring and training for those that are less familiar and fluent with standard program management tools, processes, and methodology
- Adhere to the company ethics program by completing required training and Code Acknowledgement, reporting issues, and behaving in an ethical and professional manner.
- Interpret company policies/guidelines and adhere to safety regulations
- Support in the development of bid & proposal / pursuit efforts including inputs to a basis of estimate, and contribution of content to a proposal package
Qualifications:
Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
3 years experience with Earned Value Management, Budget and financial analysis, standard industry analytical methodologies supporting Root Cause Corrective Actions, Aerospace industry practices and program phases.
