Job Title: Senior Technical Training Specialist (NWS 00742)
North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.
The Environmental Health and Safety Division has an opening for a Senior Technical Training Specialist within the Safety Education & Training Office (SETO). The successful candidate will use various instructional design theories and analysis techniques for adult learners to develop new (full lifecycle) or revise existing courses and advanced computer-assisted learning systems using a systematic approach to training development and will use the latest web-development and graphic arts tools in order to leverage technology and keep the Laboratory's training on par with industry trends.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at a higher level.
Essential Duties
Develop, revise, and maintain the ES&H learning systems suite of courses by applying learning assessment levels 1 - 2, instructional design skills, effective learning principles and creativity in accordance with Department of Energy (DOE) Orders.
Identify, recommend, and execute new ideas or methods for enhancing course curriculum in collaboration with ES&H Subject Matter Experts and SETS Training Team members.
Design course goals, objectives, course content including text, scripts, graphics, video, audio, test questions, instructor guides, participant materials and supporting documentation to engage students in the learning process, encourage course participation and meet the requirements of the adult learner.
Write course narration scripts, scenarios and simulation required for web-based course content using a systematic approach to training. In addition, ability to sync course narration audio files to the appropriate course.
Apply course development software skills in the development of web-based course and assure successful course publishing/product is delivered under established schedules.
Interprets regulations and determines training needs required to meet the regulation.
Lead annual assessments to ensure the appropriate instructional strategies were applied in the development of course content and to determine if DOE Orders have changed that may impact existing courses by consulting with ES&H Functional Area Managers (FAMs) and Subject Matter Experts (SMEs).
Align institutional training with organization strategies and/or regulatory requirements and determine training needs that have an institutional impact.
Monitor changes in ES&H procedures, policies, lessons-learned and audit findings for impact and incorporation into training materials in collaboration with ES&H FAMs and SMEs.
Perform Structured Job-Task Analyses to ensure ES&H courses are developed using a systematic approach to training and extend ES&H course assessments to Levels 3 & 4.
Identify, research, evaluate and recommend computer assisted ES&H training solutions for site-specific design and coordination of technical training materials needed to satisfy customers or required by OSHA, applicable DOE Orders, and other agencies. This includes developing site-specific technical training materials and adapting DOE Contractor community generated training materials for use at LLNL.

Essential Skills, Knowledge, and Abilities
Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
Bachelor's degree or higher in educational/instructional design field, computer information systems or related field or equivalent combination of education and experience.
Ability to interpret safety policies and procedures, DOE orders, and other relevant regulatory standards to maintain ES&H accountability.
Advanced experience in implementing instructional technology models and designs and the application of adult learning theory, web design and/or web-based training interface design.
Advanced experience with designing and developing instructor led, web-based, and on-the-job training for adult learners including target audience analysis, needs analysis, scope identification, design specifications, defining objectives, and curriculum development.
Extensive experience in the use of simulations, interactivity, hypermedia, and tutorials in training applications.
Advanced experience with course development software applications (e.g., Storyline, Articulate, etc.).
Advance experience with video project management, video acquisition techniques, and use of digital -video editing systems (e.g., Final Cut pro) and video/photographic equipment used for associated media acquisition.
Advanced verbal and written communication, interpersonal, facilitation and collaboration skills necessary to effectively write, present, explain, advise, and communicate complex information to all levels of personnel.
Advanced organizational skills with detail orientation necessary to handle multiple complex tasks in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service and good follow-through.
Significant experience working independently and in a team environment with a broad cross-section of people and organizations, managing complex projects, and meeting schedules.
Advanced analytical, decision-making, critical-thinking and project management/consulting skills in instructional design as it relates to leading annual assessments of training programs to ensure course content is aligned with regulatory requirements and performing structured job task analyses.
Advanced knowledge of managing learning development projects from inception to delivery that focuses on the integration of adult learning principles into complex instructional design.
Significant experience in the use of web-based course development software tools with the ability to utilize creative writing and storytelling skills to develop engaging learning interactions.
Desired Skills, Knowledge, and Abilities
Demonstrated audio/video/photography skills.
Demonstrated experience leading and managing XR programs for adult learners.
Experience with one or more of the following software packages: Adobe Acrobat Pro, Adobe Illustrator, Adobe Photoshop, Articulate Engage, Presenter, Storyline, Quizmaker, Video Encoder, Captivate, Camtasia, or Dreamweaver.
