Summary You will serve as a SPECIAL SECURITY OFFICER (SSO) in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-13, Step-10 level. Responsibilities You will work in partnership with all business lines within the Command to administer the Command Sensitive Compartmented Information (SCI) program. You will coordinate with operations personnel in providing guidance concerning SCI physical security measures, standard operating procedures, and contingency plans for emergency responses. You will evaluate the sensitivity of the Command position, degree of clearance, and special access required to perform duties to determine the type and scope of each background investigation required. You will review solicitations and contractor documents to ensure they include appropriate security clearance clauses and language, coordinates security plans with entities, and establishes carve-out criteria. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 or NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, interpreting, and/or overseeing the administration of Sensitive Compartmented Information (SCI) security programs; 2) Developing security program goals and objectives to meet the needs regarding SCI programs; 3) Ensuring appropriate actions are taken in response to any threats assessed by a security team; 4) Administering classification and incident response programs; 5) Validating personnel security investigations and accesses for qualified members.
