The Software Developer will support the HIV Management System (HMS) Project. This is a hybrid work role to include work onsite in New Orleans, LA at Naval Information Warfare Center Atlantic and remote work. The project is within the Defense Health Readiness Engineering portfolio. They must be familiar with C#, SQL Server, and Modern .NET web development.
Applicants must reside in close proximity to New Orleans, LA.
Responsibilities:
You will support the modernization of the HMS application as it is rebuilt and migrated to contemporary development standards from early web tools and databases.
Your familiarity with web development and front-end frameworks helps you know what unit tests are and why we use them.
You will logon to remote servers, navigate those environments, and execute programs from a Unix and Windows PowerShell prompt.
The team follows agile methodology. You will work closely with HMS team members, actively participate in our chat room, and work in a highly collaborative team environment.
You will be part of a team where complex problem solving and communication skills are critical to success.
You will prepare software deliverables and scope execution requirements established by the customer.
Qualifications:
Required:
Active secret clearance with the ability to obtain a Top Secret Tier 5
Must be US citizen
Security+ certification and/or other IAT Level II or III certification - obtainable within 90 days of employment
Knowledge of .Net, C#, SQL Server, Modern .Net web development
6+ years SDLC support experience
Must be familiar working with container application development tools, such as Docker.
Experience with GitHub developer. platform.
Develop and maintain software requirements as it relates to user requirements and existing software defects
System Test and Evaluation, planning execution and management
Understanding of tools to safeguard and protect Personally Identifiable Information (PII) and Protected Health Information (PHI).
Able to effectively manage client expectations.
Excellent interpersonal and communication skills
Ability to work under pressure and multitask in a fast-paced environment.
Education and Experience:
Education:
Bachelor's or above degree in relevant field
Technical Training in Information Assurance, Information Technology, Medical Systems, Network Design, Strategic Planning, and/or HIPAA law.
Experience:
6 (six) years hands-on experience with Information Technology, to include three of the following areas: Systems Requirements, Project Management and Strategic Planning, HIPAA requirements, Medical Systems, Operational Requirements, Enterprise Strategic Planning and operations, Enterprise systems incident management, Test & Evaluation, and Training.
Industry and/or public service leadership expertise demonstrated in one or more of: medical systems; advanced system architecture; information assurance; hardware technologies; digital/analog communications technologies; applied physics; human factors engineering; computer simulation; electronic sensor technologies; and Enterprise Resource Planning (ERP).
Desired:
Experience with Azure DevOps
Experience with Tod, SQL Developer or DBeaver
Familiarity with Cloud hosting or Amazon Web hosting services

The proposed salary range for this position is:
$70,900 - $148,900
