The Alaka'ina Foundation Family of Companies (FOCs) is looking for a Public Affairs Media OPS Assessment Specialist to support a customer out of Camp Smith, Hawaii.
DESCRIPTION OF RESPONSIBILITIES:
Provide assessment services to provide qualitative and quantitative analysis of PA plans and media operations activities in support of INDOPACOM's current and future planning operations and exercise priorities as laid out by the INDOPACOM commander during PACOM Update Brief (PUB) and Operations and Intelligence (O&I) briefings.
Required to attend meetings and planning sessions that are classified up to TS/SCI level and have ability to access classified, secure networks.
Will be tasked to support real world contingencies at INDOPACOM, operations and/or exercises in support of the INDOPACOM mission that are classified up to the TS/SCI level.
Provide monthly assessment reports through contextual analysis of media and social media interactions between INDOPACOM and key audiences.
Provide recommendations for adjustments to PA strategies and COMPLANs.
Use web browser analytical tools to review and assess INDOPACOM social media platform viewership and activity and curate statistical analysis of social media platforms to recommend process improvements that maximize impacts in engagement and increase followership on INDOPACOM social media platforms and websites. This report shall be submitted via a monthly information paper to J0PAC leadership.
Input public affairs planning products, capture lines of efforts, and generate and modify modules in the INDOPACOM Command and Control of the Information Environment (C2IE) SharePoint, web-based platform, within 7 days of each command-approved OAI, up to 30 OAIs a month.
Analyze and generate C2IE reports twice a month in line with the command's PACOM Update Brief (PUB).
Provide transcript services for up to 24 senior leader speaking events, likely two times a month, from audio files of public affairs activities conducted by INDOPACOM senior leaders. The transcribed product shall be submitted in Microsoft word format to J0PAC within one (1) business day of receipt of the audio file.
Develop measures of effectiveness (MOEs) and measures of performance (MOPs) in support of information-related capability lines of efforts in coordination with the INDOPACOM Assessments office and as part of the Theater Campaign Plan process. Tasks must be performed within 14 days of receipt of task via email or TMS.
Conduct audience analysis and provide TPs for media read-ahead books to support the commander's or senior leader media engagements in accordance with the commander's travel schedule within 7 days of the travel or event via word document to J0PAC leadership, expected frequency twice monthly.
Produce the INDOPACOM News Clips product. This product shall be submitted in a Microsoft Word document and is a short summary and collection of 10-12 articles related to the command and the regional security environment.
Disseminate via email to INDOPACOM leadership NLT than 0630 HST Monday-Friday, excluding federal holidays, to inform command leadership of the daily news.
Normal business workday consists of the hours between the hours of 10:30am-6:30pm , Monday through Friday, except for federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Public Affairs Media Ops Assessment Specialist services may be required to adjust hours to 0430-1330 to support the daily news clips release at 0630 and support to the Joint Operations Center Operations (JOC) and Intelligence brief every Monday, Wednesday and Friday at 0800. Odd shift times may be required to support emergent odd shift hours requirements when the Joint Operations Center (JOC) shifts to 24-hour operations scheduling, typically in the event of crisis or exercises and potentially as frequently as once a month for up to 7-10 days. J0PAC shall give at least 48-hours notification when any adjustment to the work schedule is determined to be necessary.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
Educational background in communications, public affairs/relations, marketing, data analytics, and/or international affairs is a plus.
REQUIRED SKILLS AND EXPERIENCE:
Experience in media communications, dissemination techniques, and methods - Five years' experience preferred.
Experience in how to conduct research in support of media mapping to determine pertinent media sources within specified countries.
Experience in the analytical assessment of and development of media and social media products, reception, and impact - Five years' experience preferred.
Experience in developing ways to assess programs and activities across the project and organization and designated target audiences with measures of effectiveness and measures of performance.
Ability to research, develop, and recommend courses of action for improvement based on assessment results.
Knowledge of statistical and analytical tools, and how to leverage them to suggest improvements designed to expand engagement and followership.
Knowledge of how to conduct research to determine key foreign communicators, (government officials, journalists, religious leaders, etc.) their leanings, and target audiences.
Experience with Microsoft Office Suite, C2IE, and SharePoint.
Knowledge of the U.S. military structure, culture, and language.
Excellent communication (both verbal and written) briefing, public affairs, and critical thinking skills.
Ability to effectively collaborate as a team.
Knowledge of social media applications and technologies, to include Facebook, Twitter, etc.
Knowledge of current industry best practices and trends regarding social media platform and website development/design, management, security technologies and protocols, as well as the applicable technologies to create dynamic website features.
Knowledge of key analytics and metrics pertaining to social media platforms and websites.
Knowledge of procedures and tools for monitoring web traffic, developing web content, and coordinating technical issues and support with the INDOPACOM web host/server.
REQUIRED CITIZENSHIP AND CLEARANCE:
Must be a U.S. Citizen.
Must have a Secret clearance.
