Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SAFETY & OCCUPATIONAL HEALTH SPECIALIST (TITLE 5), Position Description Number T5889000 and is part of the HI SAFETY OFFICE, National Guard. LOCATION: Joint Forces Headquarters, Safety Office, Hawaii Army National Guard, Kapolei, Hawaii Responsibilities SUMMARY OF DUTIES: The purpose of this position is to serve as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Coordinates with senior safety personnel and provides quality actions and plans for the sustainment of State ARNG Safety and Occupational Health Management Systems (ASOHMS) within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives. Performs inspections of daily operations and workplaces. Conducts safety education. Performs or participates in mishap investigations involving Army personnel, equipment, property, or operations. Utilizes the Army Safety Information Management System (ASMIS) to upload mishap reports. Interviews witnesses and supervisors to gather factual data. Reviews purchase, service, and construction contracts. Coordinates with external agencies and prepares and revises safety instructions, guides, and taskers that are relevant to higher Army headquarters, States, contractor, and subordinate installation employees. Requirements Conditions of Employment Qualifications If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. GENERAL EXPERIENCE: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. SPECIALIZED EXPERIENCE: 1 year equivalent to at least next lower grade level experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures. OTHER REQUIREMENTS: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT: 1. Must be able to obtain and maintain a minimum of Secret, or appropriate security clearance of the position. 2. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments 3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 4. Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws in accordance with regulations to reduce potential compromise. 5. This position requires training and experience to meet Army PCSOH, PCES credentials (or equivalent) within two (2) years of appointment. Training and experience provide competency of the given occupational series and functions to ensure compliance with the provisions of standard practices for a certificate program as cited in the American Society for Testing and Materials (ASTM) E2659-18 Standard Practice For Certificate Programs and AR 385-10 training requirements. Incumbent is required to obtain and maintain (a) The Army Professional Certificate in Safety and Occupational Health (PCSOH), (b) The Army Professional Certificate in Explosives Safety Level 1 (PCES1), and if responsible for the management of a State Explosives Safety Management Plan IAW AR 385-10, acquisition of (c) The Army Professional Certificate in Explosives Safety Level 2 (PCES2). 6. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions. 7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. 8. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack of United States Citizenship. j. Training/Certification requirements.
