Summary As the Supervisory Plant Protection and Quarantine Officer you will function as the Port Director in Honolulu, Guam and the Commonwealth of the Mariana Islands (CNMI). As Port Director, you will be responsible for overseeing operations at port terminals. The primary work includes pre-departure passenger baggage inspections, export certification, cargo inspections and other program activities. You will supervise a staff of managers, employees, and territorial cooperators. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Directs the commercial irradiation of admissible commodities for export from Hawaii to the Continental U.S. and to foreign markets. Collaborates regularly with Territorial and Federal officials in Guam and the CNMI on issues involving foreign trade, agricultural imports/exports, and military matters. Communicates risk data and pathways to state and federal cooperators, stakeholders, and other organizations to educate and/or mitigate risk associated with invasive species. Establishes effective working relationships with Department of Homeland Security (DHS) personnel at ports of entry to facilitate the clearance of passengers, cargo, and conveyances. Provides direction and documentation to Investigation and Enforcement Services (IES) to forward civil and criminal violations for adjudication. Develops or implements innovative management and technology tools to enhance and facilitate pest identification and data collection. Oversees inspection or certification of containment facilities, soil labs, biotech, and export compliance. Serves as a key member of the PPQ Hawaii Leadership Team and is involved with statewide initiatives relative to plant health regulatory programs. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Directs and supervises pre-departure Inspection. Managing the fiscal and human resources including work unit or program budgets, employee and labor relations, and overall employee performance management. Provides oversight and direction for Plant Inspection Stations. Fosters and maintains positive cooperative relations with stakeholders, risk assessment groups and other national and international Federal and local government agencies. Plans and executes special projects. Makes timely and informed decisions when unexpected changes occur. Ensure support for pest management programs by employees and external stakeholders. This education must have been successfully completed and obtained from an accredited school, college, or university.
