The Alaka`ina Foundation Family of Companies (FOC) is looking for a qualified Range Planner to support our government customer located in, Kekaha, Hawai'i.
Conduct long term planning and human resource assignment management for the Range Operations and Range Systems Managers at the Pacific Missile Range Facility. Perform as one of two planner/coordinators of the Range Operations schedule and resource assignment. Primary duties include assigning resources (people) to asset Functional Support Unit (FSU) requirements and creating cost estimates for these activities. Other duties include planning workload for departments, analyze labor costs and variances for the Financial Status Report (FSR) and provide forward looking analysis to the Range Operations and Range Systems Managers to include recommending solutions for workforce leveling and balancing.
DESCRIPTION OF RESPONSIBILITIES:
Develop Estimates to Complete (EOC), for both the basic contract and CTOs for incorporation into the monthly Financial Status Report.
Able to create complex formulas and functions to analyze data.
Develop and maintain complex spreadsheets and databases.
Create pivot tables and charts to visualize data.
Maintain a resource loading and networked program schedule for all on-going and special missions that can be used to analyze resource allocation, mission completion dates, and "what if" analysis.
Maintain and operate a computerized scheduling system that interfaces with the PMRF Range Scheduling System, Koa Lani Estimating Tool and Maximo Asset/Inventory Manager.
Track and update personnel and mission tasking progress daily.
Support Range Operations and Systems managers in near- and long-term planning and resource management of assigned missions at PMRF on Kauai, HI.
Plan workload for multiple departments and de-conflict resources.
Provide forward looking schedule analysis to Range Operations Manager, Range Systems Manager and customer.
Interface between senior management and department heads to gather data and adjust scheduling parameters.
Contributes to program proposal preparation efforts.
Identifies and recommends solutions to operational issues and cost saving efforts.
Creates and maintains standard operating procedures, system design diagrams and progress reports.
Performs other duties as assigned.
Office conditions are varied and includes physical tasks including lifting, pushing or pulling between 10-25 pounds. Physical positions will include but not be limited to walking, sitting or standing for extended periods of time, crawling, kneeling, stooping or cramped working places and work requiring repeated or frequent climbing. Environment will include customer contact, extended workdays, an office laboratory environment.
DEGREE/EDUCATION/CERTIFICATION REQUIREMENT:
Associate's degree in business
Microsoft Office Specialist (MOS) Suite Certification at least an Intermediate level focused on Excel or equivalent If certification is not available, must pass an Excel skills test
REQUIRED SKILLS AND EXPERIENCE:
Five (5) years' experience in business management.
Proficient with spreadsheets and databasing.
Ability to proactively plan workload and resources with minimal oversight.
Experience maintaining a detailed schedule.
Possess exceptional time management skills.
Proven problem solver.
Good written and oral communication skills are required, including the ability to organize.
Possesses professional and ethical standards and can pass a thorough background investigation.

Secret clearance is required.
