Summary You will serve as a REALTY OFFICER in the REAL ESTATE BUSINESS LINE of NAVAL FACILITIES ENG COMMAND HAWAII. Responsibilities You will determine priority of work assignments to best utilize the capabilities of subordinates to meet deadlines and to accomplish tasks in the most efficient manner. You will respond to and resolve complaints and grievances from employees, and takes minor disciplinary actions such as warnings and reprimands when needed. You will identify staffing needs and develops recruitment strategies and recommendations for new hires, promotions and reassignments. You will outline objectives and periodically checks work for conformance with objectives, directives, engineering parameters and policy. You will manage the productive efforts of assigned team personnel based on workload, available resources and overall priorities. You will serve as the principal civilian consultant to their respective Command on real estate execution strategies. You will be required to obtain and maintain a current valid United States driver's license. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing and coordinating execution of acquisition, management, and disposal of real estate; 2) Planning, programming and directing assigned functions and responsibilities of the Real Estate Business Line; 3) Managing information associated with real estate projects, funding of renewals, budget materials, and personnel; 3) Providing advice on complex real estate issues and policies; 4) Overseeing the direction of organizational real estate program; 5) Performing real estate project execution, program and resource management; and 6) Analyzing basic trends in federal/DoD and private sector real estate, organizational alignment, strategic management, functional/process alignment for improvement.
