JOB DESCRIPTION:
United States Army Futures Command (AFC) located at United States Army Aviation Center of Excellence (USAACE), Fort Novosel, Alabama, Army Capability Manager, Reconnaissance and Attack (ACM-RA), requires professional support services in its mission to support integration and synchronization of Army Aviation modernization efforts for the enduring force and prepare the force to field emerging capabilities. Requirements include assisting ACM-Reconnaissance and Attack, ACM-Lift and CDID (FVL, UAS) in the conduct of their specific Doctrine, Organization, Training, Materiel, Leader Development, Personnel, Facilities and Policy (DOTMLPF-P) integration and synchronization efforts addressed in respective ACM Charters and directives from Commanding General Aviation Center of Excellence (ACOE) Commanding General Combined Arms Center (CAC), Headquarters Training and Doctrine Command (TRADOC) and Headquarters Department of the Army (HQDA) for the enduring force modernization efforts and supporting the fielding of emerging capabilities from the AFC.
Focus areas include Army uncrewed aircraft systems (UAS), Army Aviation crewed Reconnaissance and Attack aircraft, Army Aviation crewed Utility and Cargo rotary/vertical lift aircraft, Army Aviation Fixed Wing Aircraft (Utility, Cargo, Special Electronic Mission Aircraft), and Army Aviation weapons and munitions requirements development and integration support including associated Army Aviation Aircraft and subsystem Training Aids, Devices, Simulators, and Simulations (TADSS).
Synchronization and integration support for DOTMLPF-P efforts with Headquarters Department of the Army, TRADOC Commands, and other TRADOC Centers of Excellence ACMs on enduring Aviation portfolio modernization strategies and fielding of current and future aviation systems and Synchronization and integration support for Aviation Survivability Equipment on Army aircraft and associated Electromagnetic and Cyber impacts against Army Aviation systems.
JOB DUTIES:
Development of operational methodologies that support the Warfighter Functions and capture the capabilities/requirements into requirements documentation (materiel and non-materiel) as well as materiel development work statements to reduce acquisition time, costs, and technical risks.
Conduct requirements analysis and capability assessments to accurately document military requirements in the Joint Capabilities Integration Development System (JCIDS), and support the writing of Joint/Urgent Operational Needs Statements (JUONS), and other rapid but non-standard methodologies for identifying needed capabilities and documenting the necessary Army requirements to deliver the needed capability.
Conduct life cycle DOTMLPF-P mission, gap, and capability analysis to identify the ideal military capabilities through the conduct of Capability Based Assessment (CBA) and Cost Benefit Analysis (C-BA), Analysis of Alternatives (AoA) and other appropriate studies and experimentation.
Provide assessments of operational employment, communication systems utilized, and associated platform/system software to support development and design of Department of Defense Architecture Framework ( DoDAF )
Prepare analysis and studies supporting resource prioritization recommendations required in various resourcing venues like the Program Objective Memorandum (POM) Build, Force Design Updates (FDU), Total Army Analysis (TAA), Weapon Systems Reviews (WSR), Programs of Instruction (POI), and other similar resource identification and prioritization venues to enable decision making.
Perform analysis, facilitate coordination, and provide technical inputs in the continued upgrading, deployment, and acceptance, operational test, and evaluation of TADSS with associated Aviation systems required for institutional and operational training of the force.

REQUIRED QUALIFICATIONS:
Senior or Master rated Army Aviator with at least twelve (12) years of Army Aviation flight/combat operations experience.
Experience as a Team Lead conducting Aviation studies and/or operational test events with experience in developing capabilities and evaluating technologies.
CLEARANCE LEVEL:
Active Secret Security Clearance
DESIRED QUALIFICATIONS:
Minimum of three (3) years of experience working in capability management / combat developments.
Experience in planning, executing, and facilitating Joint Working Groups.
Experience as a Team Lead conducting Aviation studies and/or operational test events with experience in developing capabilities and evaluating technologies.
Primary author of a Joint Requirements Oversight Council (JROC) approved JCIDS document.
Tactical operational/staffing experience with Army Aviation attack, reconnaissance, or assault planning, training, and execution at the Battalion or higher organizational level.
PREFERRED QUALIFICATIONS:
Participation as a direct team member in an Army Aviation Capability Based Assessment for attack or reconnaissance aircraft.
Participation as a direct team member in an Army Aviation Cost-Benefit Analysis, or Capabilities-Based Assessments for attack or reconnaissance aircraft.
Products must be written at the graduate level with a maximum of three revisions request from the Senior Military Analysis prior to presenting to the Government.
FOCUSED EXPERIENCE AND EDUCATION:
Tactical operational experience as an AH-64Ev4+ Maintenance Examiner, Standardization Pilot (SP), Master Gunner, and/or Aviation Mission Survivability Officer in Army crewed attack and reconnaissance aircraft at the Battalion or higher organizational level.
EUCOM and CENTCOM expeditionary/austere deployed operations.
Command and General Staff College/ Intermediate-Level Education (CGSC/ILE) or Warrant Officer Senior Staff Course/WOILE graduate.
Defense Acquisition University courses - Market Research CLC 004, and Analysis of Alternatives CLR 151.
