Description
Alaska Northstar Federal is currently seeking a Subject Matter Expert II to join our high-powered team for a long-term, fully remote opportunity supporting a DoD program with the US Air Force. The Subject Matter Expert II will be responsible for, but not limited to, the following duties:
Provides the knowledge and expertise in a specific subject, business area, software product, or technical area for a project or program.
Defines procedures or standards, using the knowledge of what the right or best way to execute a task would be; and recommends procedural improvements.
Has substantial experience in specific subject, software product, or technical area.
Comprehends the language, terms, and jargon in area or software product of expertise; and understands required knowledge needed to determine effective decision-making being able to describe where inconsistencies, irregularities, or flaws may occur.
Assures area of expertise or software product is clearly explained to others, and serves as liaison within a department or function for questions and problems within the area of expertise.
Assures facts and details are correct so that the project or program's deliverables will meet the needs of appropriate parties.
Represents a business units' needs to the project team. Validates the requirements and deliverables, related to the area of expertise or software product, that describe product(s) or service(s); tests the product(s) or service(s) near the end of the project or program, using and evaluating it for accuracy and usability; and provides feedback to the project team.
Provides input for the design and construction of test cases and scenarios and may validate executed test results.
Gives input into and executes user documentation and training materials.
Guides others working on a project to ensure the content is accurate.
Resolves issues relevant to project deliverable(s) within the area of expertise.
Obtains or provides approval for changes to rules, processes, and policies.
Requirements
Candidate minimum requirements
Candidate must be US Citizen
Candidate must have an active DoD Secret Clearance at minimum
Candidate must have active CompTIA Security+ CE or other applicable active 8570 IAT Level II Certification
Candidate must have 10+ years experience with the following:
Facilitating the onboarding and migration of CDTs, including requirement gathering, complexity scoring, and task management.
Conducting TIMs and managing migration task lifecycles.
Develop and deliver training on Atlassian tools for various user levels (e.g., senior leaders, divisions, CDTs, end users).
Role-based learning paths and coaching for Agile SDLC processes (Scrum, Kanban, Scrumban, SAFe).
Tailor training materials based on the specific needs of different teams and users.
Designing learning paths and best practices for team collaboration using Atlassian tools
Configuring Jira workflows, boards, and issue tracking for Agile SDLC processes.
Team collaboration skills to work across departments and with Capability Delivery Teams (CDTs).
Managing tickets, facilitating meetings, and leading team efforts for smooth onboarding, migration, and governance processes.
Desired skills (not required)
Bachelor's degree
Proficiency in integrating tools (e.g., Jira, Bitbucket) with DevOps workflows to support collaborative development.
Experience with FIAR and FISCAM data collection and audits.

The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
