Responsibilities Summary: The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the China Aerospace Studies Institute (CASI). This position serves as Director of Education for the China Aerospace Studies Institute (CASI); : To serve as Director of Education for the China Aerospace Studies Institute (CASI); support the vision of the CASI Director; develop and evaluate curricula, teaching procedures, and educational materials on Chinese aerospace activities for the Department of the Air Force; direct and conduct formal, informal, and agile education for the Air Force, DoD, and other schools as directed; support research on Chinese aerospace activities; conduct engagement and outreach with external partners in government, industry, and academia; provide direction and leadership to local CASI staff. The incumbent must be able to read, write, and speak Mandarin Chinese at a professional level, and have a record of successful graduate level research. This research, publishing, agile education, engagement, and outreach may include subjects pertaining to Chinese air, missile, space, and cyberspace operations, strategic and operational environment, doctrine, and employment, and other duties as assigned by the CASI Director. The Director of Education is responsible for the strategy, competitive assessment, product roadmap and educational plan of CASI. Expert in management through influence, this leader works across content, technology, and marketing to ensure all the educational products deliver the highest value to the USAF, USSF, DoD, and USG. Responsible to design, develop, and deliver graduate-level seminars and courses and mentor graduate-level research. Duties: Plans, leads, organizes, and the directs the activities of China Aerospace Studies Institutes, ensuring that the academic operations complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents China Aerospace Studies Institute with a variety of installation and functional area organizations. Conducts Academic Research and Develops Written Policy Advice for DoD. Develops Graduate level courses. Requirements Conditions of Employment Qualifications Condition of Employment continued: Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI). This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of Chinese culture and government, as well as expert knowledge in one or more of the following areas: PLA Air Force (PLAAF), PLA Rocket Force (PLARF), PLA Naval Aviation, and PLA Strategic Support Force; relate Chinese military developments and emerging trends to their potential significance to U.S. national military strategy; and knowledge and proficiency in Mandarin in speaking, reading and translation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Extensive knowledge of Chinese culture and government, as well as expert knowledge in one or more of the following areas: PLA Air Force (PLAAF), PLA Rocket Force (PLARF), PLA Naval Aviation, and PLA Strategic Support Force. Ability to relate Chinese military developments and emerging trends to their potential significance to U.S. national military strategy. 3. Knowledge of professional learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. Experience in applying this theory as it relates to the education and training of international military students is highly desirable 4. Skills in publishing and reviewing for scientific peer-reviewed journals. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. 5. Ability to teach graduate-level seminar courses and mentor graduate-level research, focused on China aerospace, US-China relations, and Chinese aerospace/military capabilities. Knowledge of and skill to use a variety of scholarly graduate-level research techniques to analyze, synthesize and evaluate security and defense issues. 6. Ability to plan, organize, and direct the functions of academics and instructors, and to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
