Summary The Human Resources Manager oversees and administers our Killeen branch human resource programs including compensation, benefits, leave, disciplinary matters, employee relations and conflict resolution, performance and talent management, retention programs, mandatory trainings, and professional development programs.
Essential Functions
Collaborate with leadership to understand organizational goals and strategies related to workplace culture, staffing, recruiting and retention.
Responsible for fulfilling ASYMCA of Killeen's staffing and full cycle recruiting needs for all positions (e.g., customer service, child care, aquatics, fitness) including those supporting our significant seasonal operations for summer camps & activities.
Serve as a trusted source of counsel on requests for HR support to meet organizational goals.
Offer recommendations for new or updated personnel policies.
Work as a liaison between employees and management, communicating issues and opportunities to keep morale strong,
Monitor and advise management regarding the performance improvement and disciplinary processes.
Supervise the branch's payroll administration function (able to serve as an emergency backup).
Oversee annual calendar to manage human resources-related materials and compliance reports.
Ensure compliance with federal, state, and local employment laws and regulations.
Maintain knowledge of trends and best practices and regulatory changes related to HR.
Compose and prepare correspondence that is sometimes confidential.
Keep supervisor informed of significant problems that jeopardize the achievement of company goals or matters not being addressed adequately at the line management level.
Develop and implement departmental budget.
Other duties as assigned.
Required Education and Experience
Qualifications
Bachelor's degree in human resources, Organizational Development, Business Management and five years related progressive human resources experience OR equivalent combination of education and experience.
Generalist experience preferred.
Current PHR or SHRM-CP professional certification highly preferrable. SPHR or SHRM-SCP preferred.
Prior non-profit experience preferred.
Strong knowledge of human resources concepts and State/Federal laws.
Strong interpersonal/human relations skills and able to deal with a wide range of relationships and situations.
Excellent written and verbal communication skills.
Highly proficient in Microsoft Office.
Experience using a HRIS required.
Experience with an applicant tracking system required. JazzHR experience preferred.
Experience with ADP WFN or other payroll processing program required.
Highly self-motivated and able to prioritize and manage multiple tasks with varying deadlines.
Team player; motivated to achieve personal, team and organization goals.
Strong organizational skills.
Able to present a professional and positive demeanor with internal and external customers/clients and work cooperatively.
Able to maintain confidentiality of branch and employee information.

Supervisory Responsibility
Oversight of one part-time HR Coordinator.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment.

Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position will sometimes require long hours.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
Preferred Education and Experience
A master's degree in human resource management.
Additional Eligibility Qualifications
SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential.
