Program of Instruction
This is an UNPAID internship through the DoD SkillBridge Program for transitioning active-duty US military personnel. DoD SkillBridge Internships are available to help transitioning active-duty military personnel gain real-world experience in the work force sometime during their final 180 days of active-duty service. The intern will actively train on meaningful projects and work closely with a mentor and with senior company leadership. HII Mission Technologies Internship programs are focused on placing transitioning military into internships that require KSAs, Education & Military Training similar to their current or previous military jobs; positions that could easily transition over to a full-time regular and permanent job with HII.
Desired End State (4month target)
At the end of four months, the intern will be able to describe core functions of a Spectrum Manager, have a basic knowledge of spectrum technologies, describe basic responsibilities of spectrum management and analysis, and gain knowledge on tools and techniques.
The intern will enhance their understanding of Spectrum Management as the art and science of managing the use of the radio spectrum in order to minimize interference and ensure radio spectrum is used to its most efficient extent and benefit for the DoD
The intern will enhance their understanding of all spectrum management software, operation, and analysis concepts and procedures.
The intern will increase their understanding of Spectrum Management Theory and Policies
The intern will enhance their understanding of FCC and NTIA regulations, policies and procedures.
The intern will enhance their understanding of technical documentation, presentation of that documentation and project management.
HII Mission Technologies will benefit from the military background of the SkillBridge intern and considers the SkillBridge internship an overall positive experience.
Training Plan
For this internship, the Skillbridge intern will train as a Spectrum Manger within the Radio Frequency and Electromagnetic Spectrum Engineering Directorate at HII Mission Technologies, reporting to a designated HII Mission Technologies Supervisor, with the goal of learning Spectrum Management principles, technologies, and core functions, as well as the day-to-day responsibilities of Spectrum Management. The intern will be assigned special projects as needed.
Training Location: Annapolis Junction, MD and Fort Meade
Training Plan
Phase 1 - Principals, Theory, Policy and Regulations
Week 1: In processing, Introductions/office familiarization
Week 2: Spectrum Policy - understanding of domestic (NTIA and FCC rules) and international spectrum regulations and policy.
Week 3: DoD Policy - understanding DoD spectrum regulations and policy.
Week 4: AF Policy - understanding AF spectrum regulations, policy and procedures.
Week 5: Requirements, policies, and procedures associated with the identification, acquisition, and retention of adequate radio spectrum resources for their systems.
Phase 2 - Technical tools
Week 6: General Spectrum technology and tools overview.
Week 7: Spectrum XXI (SXXI), GEMSIS, Mapping software, and WebFCR.
Week 8: Resolving Radio Interference by analyzing RF Data, Engineering Data, and verifying Frequency Assignment Information.
Phase 3 - Project Specifics
Week 9: Proposal Processing - understanding how to process new requests and 5/10 year reviews.
Week 10: Coordination Actions - understanding the coordination procedures with federal and non-federal agencies.
Week 11: Agenda Processing - understanding the GMF format and applying changes to records at the NTIA.
Week 12: AF-led Exercises - understanding the process of building exercise packages and reviewing proposals to support them.
Week 13: EA/GPS - understanding the DoD's process for requesting access for testing and training.
Week 14: Threat Emitters - understanding the need and the process for reviewing requests.
Week 15: Link-16 - understanding how the AF coordinates requests with the USN and FAA.
Additional Goals
Introduction to developing and delivering project briefings.
Development of Technical Documentation for Spectrum Management.

Minimum Qualifications
ONLY Active-Duty Military within final 180 days of active-duty service can participate (eligible candidates may apply during final 12 months of military service).
Must have SECRET security clearance
Must be a graduate of a DoD Spectrum Management School
