Job Description
Mission Technologies, a division of Huntington Ingalls Industries, is looking for a qualified Modeling and Simulations Planner individual to fill the role on the Navy Intergrated Training Environment (NITE) contract. This person works in support of Live, Virtual, and Constructive (LVCt) training events, the Navy Training Baseline (NTB), and NITE, providing technical leadership in the planning and execution of LVCt events. This position is located in Virginia Beach, Virginia and Norfolk, Virginia customer sites.
Opposing Forces (OPFOR) works onsite Navy Warfare Development Center, Norfolk Naval Station supporting Maritime Operation Center - Exercise Support Team (MOC-EST) and Naval Surface Warfare Center- Corona (NSWC-Corona) in providing Navy LVC training throughout all assigned Areas of Responsibility (AORs). The specialist assists with the planning, design, and execution of Operational-level Fleet Synthetic Training (FST-O) events for Fleet and task force staffs, to include assigned reserve personnel. The position also supports on-site and distributed training events at other Norfolk VA sites, as directed. The OPFOR specialist is a leadership position that requires interaction with Military, Government and Contractor Leadership. Communication skills are required.
Additionally, position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.
Essential Job Responsibilities
Serve as NSWC-Corona's NITE FST-O Opposing Force (OPFOR) team lead / Subject Matter Expert (SME) in support of FST-O training events.
Organize, coordinate and provide oversight for all aspects of realistic OPFOR representation in assigned Navy Fleet Synthetic Training - Operational Level (FST-O) events.
Based on finished intelligence products and other classified and unclassified sources, apply subject matter expertise to non-US platforms, TTPs, capabilities, and operational platforms for the purposes of portraying a realistic adversary for an exercise or experiment participant.
Develop operations plans and coordinate and manage the development of event scenario material related to all warfare domains (i.e. air, surface, subsurface, C4IRST/IO, INTEL, Cyber, Space). These scenario-related materials include Orders of Battle, schemes of maneuver, weapons and sensor capability, OPFOR scenario development, and validation of models for employment in the event and creation of a coherent OPFOR Campaign Plan.
During exercise execution the candidate will manage the OPFOR or Red Cell activities of the OPFOR simulation operators to ensure as realistic portrayal of the adversary maritime forces as possible to fully achieve event training objectives.
Make recommendations to the Game Director and publish orders, supervise the execution of orders, and integrate, synchronize, and coordinate battlefield resources. Recommend rules of engagement in conjunction with the white cell/exercise control.
Review and comply with Navy Fleet Synthetic Training - Operational Level (FST-O) Standard Operating Procedures (SOP) and Exercise Control Plans (ECP) including relevant appendices. Provide updates and recommend changes to SOPs as needed; Help to develop new SOPs as fleet training requirements expand.
Conduct research and analysis necessary to prepare and deliver briefings, presentations and technical papers that describe OPFOR capabilities and tactics as represented in the most current intelligence assessments.
Research, analyze, and provide feedback to NCTE Software Engineer and Navy Training Baseline design engineers to validate accuracy and currency of OPFOR capabilities
Use Confluence and JIRA tools on the NCTE website to share event schedules and documents. Identify, document, report, and track issues, while keeping appropriate NCTE personnel, NSWC- Corona, MOC-EST leadership, and other stakeholders informed of status.
Minimum Qualifications
2 years relevant experience with Bachelors in related field OR
0 years experience with Masters in related field OR
High School Diploma or equivalent and 6 years relevant experience.
10+ years military experience
3 years on a Component/COCOM Level Staff
5+ years experience with operational level Joint Live Virtual Constructive (JLVC) supported FST events
Understand construct of Operational and Tactical Levels of Warfare events to include live, virtual, and constructive
Experience in Navy Fleet Synthetic Training programs, experimentation and wargame operation and management to achieve training objectives
Experience with Joint Exercise Life Cycle (JELC) process, timeline, and products
Familiar with Joint Semi-Automated Forces (JSAF) simulation and other High Level Architecture / Distributed Interactive Simulation (HLA/DIS) modeling tools
Current Secret clearance required with ability to upgrade to US Top Secret clearance if required.
