Summary The Cyber Mission Center (CMC), Counterintelligence & Insider Threat Directorate, implements counterintelligence activities in cyberspace-to identify, assess and disrupt cyber-based threats to cleared industry, cleared personnel, DoD, and DCSA. CMC includes the use of data science tools and analyses to develop models, predictions and counterfactual analyses that form the foundation for evidence-based policy making, to propose Federal management policy options and legislative changes. Responsibilities As a DATA SCIENTIST you will be responsible for the following duties: Applies the rigors of the data science discipline to data analysis in Cyber, and Information Technology of complex information technology systems and networks. Responsible for advanced level data science analytics characterized as highly unstructured and complex, having little definition or clarity, and especially complex analytic projects assigned to the organization. Qualify where information can be stored or what information, external to the organization, may be used in support of the use case. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience leading teams in analyzing data in cyber, information technology to ensure plans meet programming. Experience using information systems hardware and software applications, and systems integration as applied to big data analytics and operational research. Experience in ensuring information used is in compliance with regulations and security policies Expertise in planning, developing and implementing data governance and management programs. Specifically you will be evaluated on the following competencies: Data Engineering: Work in any development environment regardless of their programming language. Keep up to date on data science and applied statistics techniques. Maintain and improve existing codebases and peer review code changes. Knowledge of Data Streaming Principles, Data Modeling, and Data Visualization. Ability to collaborate with vendors, clients, and other analysts. Software and Programming: Leverage and optimize the use of existing OIG specific software (such as Cloudera Data Platform, Cloudera Data Flow (Apache Nifi), Tableau, DataWalk), while recommending future software mix. Understand a variety of programming languages (such as Java/Javascript, Scala, Python, C/C#/C++, R) as needed to meet software and business needs. Understand a variety of data warehousing platforms (such as Cloudera/Hive, Oracle, SQL, MySQL, NoSQL), big data software (such as Tableau, DataWalk, Apache Hadoop/Spark, ArcGIS), and data science project management and version control applications (such as JIRA, Agile). Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.
