The mission of the DHS Chief Information Security Officer Directorate (DHS CISOD) is to support the Department's implementation of all applicable regulatory requirements including the Federal Information Security Modernization Act of 2014 (FISMA), relevant Office of Management and Budget (OMB) Circulars, Executive Orders, Federal laws, directives, policies, and regulations. The DHS CISOD's mission is to also provide the Department of Homeland Security (DHS) a secure and trusted computing environment. The DHS CISOD assists in ensuring Department compliance with information security requirements. Information security is an essential business function, critical to enabling DHS to conduct its operations and deliver service to the public.
Leidos is seeking a talented Data Scientist to join our team to support a new customer on a highly visible and strategic Cybersecurity Assessments Contract.
Primary Responsibilities
Develop novel statistical approaches to quantify cybersecurity risk in support of the DHS Unified Cybersecurity Maturity Model (UCMM) Program.
Develop and maintain latent trait analysis models which includes model calibration and validation of the models statistical characteristics.
Ensure that the DHS UCMM Program is presented clearly and concisely to all stakeholders and develop and refine DHS UCMM Program briefing materials and technical documentation.
Assist the program managers in developing data integration solutions and establishing or improving data management organization within CISOD. This includes support of the Unified Cybersecurity Maturity Model and Cyber Hygiene Analysis Programs.
Develop, implement, and refine data integration, data fusion, data reduction, analysis and visualization solutions, and support the design of solutions for data-driven decision making leveraging leading edge statistical modeling and evaluation methods.
Develop dashboards and other visualizations to articulate cybersecurity risk to DHS Senior Leadership.
Ensure DHS Cybersecurity Data Management, FISMA Reporting, and DHS UCMM Program performance results are clearly articulated to appropriate management levels
Assist in developing and refining DHS FISMA Scorecard Metrics.
Support other CISOD programs requiring statistical analysis.
Basic Qualifications
Bachelor's degree in computer science, Engineering, or a related field AND a minimum of eight (8) years of experience in system administration, database administration, network engineering, software engineering, or software development, with a concentration in Cybersecurity OR Master of Science in Computer Science, Engineering, or a related field AND a minimum of six (6) years of experience. Additional years of experience and or certifications may be considered in lieu of a degree.
Proficiency in statistical modeling and analysis, including latent trait analysis, model calibration, and validation.
Experience with data integration, data management, and data visualization in a professional setting.
Proficiency in at least one statistical programming language (e.g., R, Python, SAS, MATLAB).
Familiarity with data visualization tools such as Tableau, Power BI, or similar.
Strong understanding of cybersecurity frameworks, risk quantification, or Federal Information Security Modernization Act (FISMA) reporting requirements.
Preferred Qualifications
Exceptional written and verbal communication skills to articulate technical findings to stakeholders and senior leadership clearly and concisely.
Strong problem-solving skills, with the ability to work independently and as part of a team.
Demonstrated experience developing technical documentation, presentations, and program briefing materials.

Pay Range:
Pay Range $101,400.00 - $183,300.00
