Amentum is seeking a Geospatial Subject Matter Expert (SME) to support the expansion and/or bolstering of fusion centers throughout the USINDOPACOM Area of Responsibility (AOR). The ideal candidate understands the complexity and value of maritime domain information flow to decision-makers; can assess and evaluate the best use of publicly available geospatial information, is proactive in coordinating with vendors of commercially available geospatial systems, to include during the procurement process, and can synchronize how commercially available geospatial information is represented and integrated into regional common operating pictures (COPs).
The GEOINT SME will identify key data sources/datasets that support geospatial planning and execution and ensure understanding and integration of geospatial data and apply that data towards counter transnational crime (CTC) operations, to include illegal, unregulated, unreported fishing (IUUF), trafficking of illicit goods and drugs, etc. Duties and responsibilities include:
Advise the FCT, clients, and supported fusion centers on commercial remote sensing capability providers and their pros and cons, to include across imaging disciplines such as electro-optical (EO), synthetic aperture radar (SAR), radio frequency (RF), etc.
Develop training periods of instruction (POI) and deliver that instruction to support designated Partner Nation (PN) personnel
Assist designated partner nations members with geospatial standard operating procedure (SOP) development using established best practices.
Provide and oversee high-value analysis, assessment, and testing and evaluation of commercially available geospatial capabilities to integrate them into fusion center planning and operations.
Conduct research, inform new and emerging technical capabilities, and support partner nation operational plans.
Provide support for the development, planning, staffing, coordination, integration, execution, and assessment of geospatial capabilities.
Recommend how to integrate commercially available geospatial tools to enhance USINDOPACOM fusion center courses of action (COA) development and COA analysis.
Identify operational use-cases for enhancements in geospatial capabilities and provide insights on integration options that can translate into system upgrades.
Assess and provide formal recommendations on emerging geospatial tools and methodologies.
Have a firm understanding of assets and platforms that conduct Collections and Intelligence Surveillance Reconnaissance (ISR) support to Maritime Domain Awareness (MDA) efforts.
Minimum Requirements:
Bachelor's degree or equivalent experience
Clearance Required: TS with SCI eligibility. Note: US Citizenship is required to obtain a Top-Secret Clearance.
10+ years' experience working with geospatial intelligence (GEOINT).
Experience constructing intelligence support products.
Experience in Collection Management
Experience with correlating GEOINT with Automated Identification System (AIS), Vessel Monitoring System (VMS), Maritime Electronic Intelligence (ELINT), Maritime Human Intelligence (HUMINT), or Maritime Signals Intelligence (SIGINT).
Background knowledge of commercially available MDA tool Starboard Maritime Intelligence.
Knowledge of commercially available satellite imaging tools
Preferred Qualifications:
Maritime watch supervisor or supervisor of a geospatial problem set.
Experience using commercially available geospatial imagery in support of a COP.
Experience working with Automatic Identification System (AIS) and Vessel Monitoring System (VMS).
Experience supporting Dark Vessel Detection (DVD), Long Range Identification & Tracking (LRIT), Maritime Interdiction Operations (MIO), Visit Board Search & Seizure (VBSS) operations, Counter Illegal, Unregulated, Unreported Fishing (C-IUUF), and other counter transnational crime operations.
Experience with cyber and space-based ISR.
Experience with Artificial Intelligence and Machine Learning (AI/ML).
Exposure to maritime law enforcement and/or coastal security.
Baseline knowledge of the United Nations Convention on the Law of the Sea (UNCLOS).
The salary range for this position is $135K to $155K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
