The Advanced Research, Collection, and Technical Intelligence Craft (ARCTIC) Program supports the Defense Intelligence Agency’s Office of Advanced Technologies Intelligence (ATI) on-site at the customer’s location in Reston, VA. ATI performs technical intelligence collection and exploitation against hard targets in support of policymakers, military planners and warfighters to address high-priority intelligence gaps and mitigate strategic surprise. ARCTIC is a time and material contract effort where SAIC is a subcontractor to a prime.
The Collection Strategist will be asked to provide technical expertise to support a variety of tasks to include, but not limited to:
1) Perform collection strategy/management work and write reports based upon the resulting work.
2) Assess and report on the strengths and limitations of collection platforms/sensors.
3) Research, build and execute collection strategies.
4) Write concepts of operations and operationally support projects.
5) Train operational tradecraft and good security practices while on overseas or domestic travel.
6) Author new procedures/methods to create innovative collection plans/strategies.
Qualifications
Minimum Requirements:
• Must have active TS/SCI security clearance and be willing and able to obtain a Polygraph.
• Master’s degree in intelligence, engineering, science, or equivalent (6 additional years of relevant experience may be substituted in lieu of a degree).
• 10 years’ experience performing collections, collection strategy/management work, and writing reports based upon the resulting work/accomplishments.
• Significant current experience (within last 2 years) in collection strategy/management techniques.
• Demonstrated ability to work effectively within or lead a team of peers, as well as excellent interpersonal and communications skills.
• Ability to communicate highly technical analyses at a level comprehensible to laymen and senior-level government representatives.
• Expert knowledge and use of Microsoft Word, Excel, and PowerPoint.
Desired Requirements:
• Advanced degree in a technical discipline.
• Experience working on-site at a government customer location.
• Experience working in Department of Defense/Intelligence Community and United States Government.
• Published/authored collection strategy reports.
