Job Description:
The qualified applicant will support the Space Security and Defense Program (SSDP) in Colorado Springs, CO, with anticipated travel in support of SSDP/SDA division priorities. The SDA Force Design and Integration applicant will integrate strategic guidance, operational scenarios, and Space Warfare and Analysis Center (SWAC)-wide analysis into a cohesive SDA Force Design at multiple classification levels. The qualified candidate will support USSF decisions for resourcing, policy development, and operational planning. The applicant must have a technical depth and breadth of all SDA capabilities, an understanding of industry capabilities and best practices, and must be capable of translating USSF capabilities into the joint context to allow for joint integration. The applicant should be able to understand complex analysis to create a cohesive, integrated Force Design at multiple classification levels on a recurring basis.
DUTIES AND RESPONSIBILITIES:
Support & integrate SDA capability area force designs into an Integrated Force Design
Document SDA Force Design results and recommendations in an annual Capability Area Design Document to include:
Concept and joint narrative
Key driving requirements, assumptions, limitations, and dependencies
Analytic framework and results
Design options
Capability-area-level performance parameters
Partnership opportunities and dependencies to include international partnerships.
Technology readiness and science & technology needs
Policy recommendations
Create, modify, and maintain presentations clearly describing SDA force design plans, status, results, and recommendations for SWAC, USSF, and DoD senior leaders and the wider community
Assist in the set up and execution of Force Design forums (e.g. concept calls, working groups, etc)
Capture and recommend force design dependencies and opportunities (joint, intelligence community, industry, international, and other government organizations)
Support or lead high-visibility capability efforts
Coordinate SSDP/SDA strategic guidance and messaging
Craft responses to senior leader, HHQ, and CCMD inquiries
Draft, review, and refine administrative products (memos, position papers, issue papers, operating procedures, etc.)
Support innovative ways to employ new space capabilities in support of the joint warfighting community
Ensure requirements of the force design fulfill joint requirements and warfighting scenarios; ensure traceability of SWAC-recommended requirements to approved requirements documents
Capture and recommend force design dependencies and opportunities
Coordinate Force Design recommendations and translate them into system level performance parameters; assist with documenting and advocating for recommended requirements through validation processes for the Service, Joint forces, and acquisition organizations
To successfully execute the above duties and responsibilities, the applicant should have soft skills such as:
Strong project management skills: organize and lead meetings with various stakeholders across a spectrum of space disciplines; continually collaborate with outside organizations; track and document all aspects of the force design project; create schedules and milestones; and advise leadership throughout the force design process.
Ability to quickly create decision quality materials for senior leaders
Understanding complex technical issues and produce recommendations for a wide audience
Applying critical thinking in complex and dynamic organizational environments
Having strong communication skills (technical writing, developing presentations, etc)
Ability to anticipate, recognize and lead-turn needs of the division for force design requirements, documents, and presentations.
Strong familiarity with the USSF and DoD force design process, joint and CCMD requirements, and costing/resourcing functions.
Familiarity with modeling and simulation and ability to work effectively with engineers and analysts.
Strong networking and interpersonal skills.
Experience required/desired:
STEM Bachelor’s Degree (STEM Master’s Degree desired)
Strong technical background
10+ years space operations or space acquisition experience
4+ years Joint Operational Planning / Joint integration experience (desired)
Be proficient in Security processes/procedures (e.g., document marking/handling, generating and transmitting classified visit requests)
SCI and Special Access eligibility required (CI poly desired)
Proficiency on NIPR, SIPR, JWICS/NMIS, and SAP systems
Proficiency with Microsoft Word, Excel, PowerPoint, Project and Outlook
Currently possess TS/SCI and be eligible for higher level clearances, as required
Be able to develop and present to SWAC leadership decision-quality briefings and documents
Apply problem solving/critical thinking in complex and dynamic organizational environments
Possess working knowledge of Program Management concepts and experience implementing them in real-world situations (within a Space Program Office or MAJCOM highly desired)

Salary Range:
