The Nuclear Nonproliferation Division (NND) at ORNL is a leader in research, development, and deployment of technology that enhances nuclear nonproliferation and safeguards, reduces threats to nuclear material at risk, and expands the national capabilities in radiation detection and nuclear forensics. The NND Nonproliferation Safeguards and Treaty Verification Section provides direct R&D and technical support to the DOE and its National Nuclear Security Administration (NNSA) in efforts to control and reverse the international proliferation of nuclear, chemical, biological, and missile (NCBM) technologies and programs that may support weapons research, development, and/or production. Our Section has a broad focus on technologies spanning the range of NCBM technologies; we are seeking a mid-career nonproliferation technical staff member to aid in these efforts.
Major Duties/Responsibilities:
- Assist in the prevention of illicit or unintended transfers of WMD-related commodities, software, and technology to destinations and end users of concern.
- Evaluate emerging proliferation threats, their magnitude, implications, and the impacts on the United States’ worldwide interests.
- Evaluate strategic trade controls and the efficacy of international and domestic export control guidelines for nuclear and dual use equipment, with specific attention to interpretation and applicability of controls, regulations, and guidelines.
- Study and assist in the implementation of sophisticated export control approaches and the role of national controls for the protection of commodities and technology subject to strategic trade control.
- Identify and deploy methodologies for raising awareness of export compliance responsibilities.
- Identify high risk property, including items that are proliferation-sensitive, export controlled, military/weapons related, or specially designed or prepared for the nuclear fuel cycle.Develop associated control, destruction, or demilitarization plans.
- Develop subject matter expertise in the major areas of concentration involving export controlled technologies, high risk property, and foreign interactions.
- Design, develop, and implement technology control or protection plans to guard against inadvertent technology transfers and the associated loss of economic or national security.
- Represent the DOE/NNSA sponsor in technical cooperation venues involving export control discussions, border security issues, NFC proliferation risks, and nuclear weapons development scenarios.
- Develop and implement detailed training curricula, lectures, and compliance assistance programs.
- Collaborate with U.S. and foreign scientists, engineers, government officials, and U.S. private industry representatives.
- Domestic travel is required, and foreign travel is possible (approximately once per month).

Basic Qualifications:
- Bachelor’s degree in engineering, physics, mathematics, chemistry, supply chain, international studies, or related field and two (2) years of relevant experience.
- Experience evaluating technologies and technical details in various types of documentation (such as papers, drawings, blueprints, presentations, etc.).
Preferred Qualifications:
- A genuine interest in U.S. and international export control regulations, including all United States export agencies (Energy, Commerce, State, Nuclear Regulatory Commission, and Treasury) and international control regimes (Nuclear Suppliers Group, Australia Group, Missile Technology Control Regime, and Wassenaar Arrangement).
- Successful candidates will be highly organized and self-motivated, with strong interpersonal skills, effective oral and written communication skills, training development capabilities, and adept at public speaking.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within given timeframes, and adapt to constantly evolving needs.
Special Requirements:
- Visa sponsorship is not available for this position.
- This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
