Title: Senior Exercise Analyst
Location: Arlington, VA
Position: Full-Time
RMGS, Inc. is seeking a Senior Exercise Analyst to lead the design, development, conduct, and evaluation of discussion- and operations-based exercises for the Cybersecurity and Infrastructure Security Agency (CISA) Exercises Infrastructure Security & Exercise Branch pursuant to the Homeland Security Exercise & Evaluation Program (HSEEP). The Senior Exercise Planner will be responsible for leading exercise planning efforts between contractor staff, CISA, and stakeholders to support exercise development, conduct, evaluation, and reporting; applying expertise in emergency management, preparedness, and exercise programs and principles; and maintaining the established high-quality level of support services, deliverables, and products.
Requirements:
- Minimum of 12 years of experience with emergency management and/or exercises, demonstrating:
- Expertise in all-hazards emergency management
- Expertise in HSEEP and/or HSEEP certification (preferred)
- Experience leading the design, planning, execution, and evaluation of HSEEP-compliant exercises
- Excellent writing and communication skills
- Proficiency with Microsoft Word, PowerPoint, Excel, Outlook, and SharePoint
- Proficiency in research, analysis, and creative thinking
- Ability to work independently (demonstrating time management skills) while also functioning in a team environment
- Ability to complete high-quality, detail-oriented deliverables amid competing deadlines
- Ability to lead exercise planning initiatives and assign and oversee tasks of more junior staff
- Ability to exercise initiative, resourcefulness, and tact in obtaining and analyzing project information
- Ability to represent Dynamis in meetings with clients to resolve complex issues and to plan and coordinate work
- Ability to travel up to 25% of the time
- Ability to obtain and maintain CISA suitability
- BA or BS degree (MA/MS preferred; minimum of 10 years of experience required with a Masters)
- U.S. Citizenship
Additional Requirements
- Understanding of FEMA's National Incident Management System (NIMS), the Incident Command System (ICS), Presidential Policy Directive 8 (PPD-8), the National Response Framework (NRF), the National Disaster Recovery Framework (NDRF), and other relevant federal policies and/or documents
- Experience as an analyst of emergency management policies, programs, and procedures supporting state or federal agencies
- Experience with critical infrastructure owners/operators
