USSTRATCOM and NC3 (Nuclear Command, Control, and Communications) Operations Department (N257) provides a whole range of systems engineering, data analytics, architecture design expertise in supporting development of our nation's nuclear and electromagnetic spectrum capabilities. We are currently seeking a creative Spectrum Systems Engineer, Operations Researcher, Analyst, or related engineering or STEM discipline to join our diverse team.
The job will necessitate learning the combatant command mission, the ability to work with senior CCMD sponsors, and discuss advanced concepts of novel electromagnetic spectrum engineering approaches in ways understandable by senior leaders with little or no technical background. The role is expected to support an exciting variety of challenges across our sponsor base such as: electromagnetic spectrum operations, cybersecurity analytics, network resiliency analysis, and operational and military utility analysis. We look to apply advanced analytic techniques such as agent-based modeling, reinforcement learning, predictive modeling, mathematical modeling, machine learning, optimization, statistics, novel visualization, Parametric and Bayesian analysis, and different types of simulation to solve the nation's toughest problems.
Roles and Responsibilities:
In this role, we are seeking motivated candidates to address our DoD sponsors' most challenging and critical technology problems. Focus areas include electromagnetic spectrum systems engineering, operational analysis, spectrum management, and electromagnetic battle management. This position includes the opportunity to architect and implement technical solutions, research emerging technology, develop strategies and policy for implementation, and provide direct impact on the sponsor mission. Successful candidates will be forward-thinking, proposing innovative solutions to our sponsors.
Basic Qualifications:
Bachelor's degree in Engineering or related discipline with 5 years of related experience; 3 years with a Master's or a PhD with the ability to contribute at this job step.
Experience with operational and/or technical applications of the electromagnetic spectrum
Have experience in using tools and techniques to do operations research, mathematical modeling, optimization, statistics, probability modeling, and simulation
Ability to analyze data and engineering solutions; develop data-driven actionable recommendations, and present findings to both technical and non-technical audiences including senior leaders.
Experience engaging with stakeholders, leveraging knowledge of operations, to analyze operational requirements, address challenges, apply sound technology solutions to benefit the sponsor mission.
Possess systems engineering skills including requirements and architecture analysis and development as well as process engineering.
Strong written and verbal communication skills.
Demonstrated ability to lead small teams in delivering sponsor products including product definition, technical analysis, and quality.
Must be a US citizen capable of obtaining & maintaining a TS/SCI U.S. security clearance
This position requires a minimum of 5 days a week on-site.
Preferred Qualifications:
Master's or PhD in Systems or Electrical Engineering, Operational Analysis, or related STEM discipline
Active TS/SCI
Eight years of related technical experience and demonstrated experience in one or more of the following areas:
DoD Operational experience in an Electromagnetic Spectrum related discipline
Electromagnetic Battle Management: spectrum planning, use, and command/control
Joint Electromagnetic Spectrum Operations (JEMSO): actions to exploit, attack, protect, and manage the electromagnetic operational environment
Spectrum Management: DoD spectrum management tools, data, DoD Doctrine, policy, regulation (national/international), strategy
RF Engineering: RF Communication theory, signal processing, propagation modeling, antenna design, link budgets, RF planning, interference analysis, RF testing in the laboratory and field, modeling and simulation, stochastic processes, and probabilistic modeling
Demonstrated experience performing current and future state analysis, supporting processes and practices to inform decision making.
Demonstrated ability to lead a complex small effort or larger effort, appropriately delegating to and coordinating with others.
Familiarity and experience in modern programming language (e.g., RStudio, MATLAB, Python, Java), Modeling tools, and or simulation/optimization/business intelligence platforms (e.g., AFSIM, Cameo, SimPy, SAS, Tableau)
Proven ability to establish and strengthen relationships with sponsors, industry, and peer organizations as an influential ally.
Active Top Secret/SCI clearance.
