Planned Systems International, Inc. (PSI) is seeking a Command & Control (C2) Systems Operations Research Analyst to provide onsite?support the Headquarters Air Combat Command (ACC) at?Joint Base Langley-Eustis, Virginia.
Air Combat Command, with headquarters at Joint Base Langley-Eustis, Va., is a major command. It was created June 1, 1992, by combining Strategic Air Command and Tactical Air Command. ACC is the primary provider of air combat forces to America's warfighting commanders.
Air Combat Command is the primary force provider of combat airpower to America's warfighting commands. To support the global implementation of national security strategy, ACC operates fighter, reconnaissance, battle-management, and electronic-combat aircraft. It also provides command, control, communications and intelligence systems, and conducts global information operations.
PSI Supports the A5/8/9 Plans, Programs and Requirements, Headquartered at Air Combat Command, Joint Base Langley-Eustis, Virginia. Supporting planning and programming $60 billion annually, for a force of more than 150,000 personnel and more than 2,000 aircraft, supporting 10 unified commands and the North American Aerospace Defense Command. We also support functions related to the Combat Air Forces' weapons systems acquisition, modernization, sustainment and test involving more than 140 programs.
Essential Functions and Job Responsibilities
The C2 Systems Operations Research Analyst will support all aspects of Airborne C2 capabilities, capability gaps, systems integration, and developing JCIDS documents.
This includes assisting with achieving interoperable, affordable, responsive, and sustainable C2 systems which satisfy Service, Joint, Interagency, and Coalition C2 Information exchange requirements. Support includes development of C2 investment strategies and providing technical assistance for airborne C2 systems integration planning.
Support will also include the generation of operational requirements for acquisition and integration of new or modified airborne C2 capabilities, recommending executable courses of action and providing technical reports, development, and coordination of JCIDS documentation and Air Force Program Objective Memorandum documentation.
Analyze the effects of proposed requirements on C2 networks and how these requirements would enhance the ability of the warfighter to employ emerging C2 concepts. Candidates will analyze tech solutions against schedule, cost, need satisfaction, risk and operational relevance as part of a solution set including DOTMLPF solutions.
Analyze C2 requirements and solutions as they affect AF, Joint and Coalition missions through C2 TDLs and interface to other C2 systems/networks.
Document alignment to Joint and AF doctrine.
Provide assistance to platform programs in defining TDL req's, planning, and equipping with needed supporting systems and message implementation.
Integrating new capabilities on AF platforms. Support building POM submissions.
Participate in community discussions with the ability to summarize and communicate TDL needs and issues related to emerging concepts such as FFT and NEW.
Minimum Requirements
Bachelor's degree in computer science, information systems, business administration, management or other related technical or scientific discipline.
Top Secret Clearance, Sensitive Compartmental Information, Special Access Program - eligible.
Experience in working operations in Airborne or Ground Theater Air Control Systems (USMC or USN equiv.)
Operational Experience in Air Operations Center, Air Support Operations Center, Marine Operations Center, Tactical Air Command Center, Naval Tactical Air Command Center, Tactical Air Operations Center, Direct Air Support Center.
Specialized experience with TDL systems, gateways, and networks.
Experience analyzing and evaluating operational capabilities and limitations of technical solutions for TDL systems.
Experience at higher headquarters (HHQ) (e.g., MAJCOM, NAF, HAF or equivalent) staff experience.
Experience in analyzing, developing, and evaluating directives, policies and procedures associated with the modernization and sustainment of TDL Systems, TDL Networks, and TDL Gateways programs and systems.
Experience as a rated operations experience (11, 12, 13B or previous 17XX Air Weapons Controller/Air Battle Manager AFSCs, USMC, or US Navy equivalent).
