Summary A successful candidate in this position will serve as a Geospatial Analyst, performing and providing key program implementation of Department of Energy (DOE), National Nuclear Security Administration (NNSA) geographic information systems (GIS) initiatives and operations. Responsibilities As an Emergency Management Specialist (Geospatial), you will: Serve as a Senior Emergency Management Specialist (Geospatial) with responsibility for applying operational expertise to function as a Team Leader for the GIS program and develop emergency management reporting products supporting the Office of Emergency Management's 24/7/365 mission. Perform and provide key program implementation of DOE, NNSA geographic information systems initiatives and operations. Serve as an expert and advisor on Geospatial Information System (GIS) products that will be used during steady state and enhanced operations by personnel at all levels of the Department of Energy. Develop classified and unclassified GIS products with the purpose of providing global real-time awareness for emergency management incidents. Provide on-the-spot GIS leadership and guidance to the Office of Emergency Management personnel during steady state operations and periods of emergency activation. Perform activities in support of the Office of Emergency Management involving the agency's programs. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12 level. Specialized experience for this position is defined as: applying emergency management principles, related policies, regulations, procedures, and methods sufficient to provide technical user support for all aspects of geospatial data; and demonstrating knowledge in the development or modification of Geographic Information System (GIS) software applications and interfaces using python and other scripting languages. EXAMPLES OF SPECIALIZED EXPERIENCE: Monitoring and conducting analysis of emergent events, prioritizing multiple incidents of concern, continuity of operations/government policy and procedures, operating a wide array of communications systems, technological solutions to manage a common operating picture, effectively communicating time-sensitive event reporting, coordinating logistics for multiple mission partners. Experience performing emergency management notifications reporting, activation of NNSA Integrated Master Schedule (NIMS) compliant emergency response program elements. Experience preparing emergency management time-sensitive situation reports, Senior Leadership briefings, performance management reports, post-event timeline construction, operational metrics & statistical analyses, technical reporting.
