ICF's Regulatory, Policy and Economics business portfolio at ICF supports primarily public-sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges. We provide innovative, accurate, timely, and high-quality analyses and support services. We estimate the environmental, safety, and social impacts of regulations, policies, and programs and assess their costs, benefits, and economic impacts. We also evaluate program effectiveness. We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Environmental Protection Agency, Department of Transportation, Department of Homeland Security, Department of Labor, Department of Interior, and the Nuclear Regulatory Commission.
This full-time position will be located in Cambridge, MA or Reston, VA (with flexibility for telework considered) and is available immediately.
Responsibilities :
As Economics Analyst, you will provide applied research and consulting services in support of national-level programs focused primarily on addressing a range of transportation safety, environmental, and natural resources management issues. You will provide a wide range of support services to improve the effectiveness of regulatory and non-regulatory programs, and assess their costs, benefits, and economic impacts.
Specific duties may include:
Analyzing and synthesizing information from rulemaking documents, literature, or other technical reports to support program design or implementation.
Performing cost-benefit, statistical/econometrics, or other quantitative analyses to assess industry response to changing regulatory requirements.
Developing analytical methods, databases, and models (e.g., in Excel, R) to quantify costs, benefits, or other regulatory impacts.
Drafting and editing federal agency rulemaking documents.
Providing other general program support.
The bulk of your work will be on domestic regulatory issues. You will work in collaboration with senior and junior staff within a multidisciplinary team that includes economists, scientists, and engineers. You will also have direct contact with clients and will contribute to expanding our business.
Minimum qualifications:
Bachelor's degree plus 2 years of relevant work experience (or a Master's degree) in economics, public policy, engineering, or a related discipline with strong quantitative skills and an outstanding academic record
Preferred qualifications:
As this is a client-facing role, excellent written and oral communications skills are essential
Very strong analytical skills and a demonstrated ability to work independently and to apply a variety of technical skills and innovative thinking to solve problems
Ability to prioritize and work on multiple projects concurrently under strict deadlines in a fast-paced environment
Proficiency in MS Office applications, particularly Excel
Demonstrated knowledge of data analysis and modeling approaches and scripting software (e.g., R, Stata, Python)
Demonstrated skills (through employment or academic coursework) in the following areas: the federal rulemaking process; policy and regulatory analysis methods; working with economic, environmental, and/or survey data; federal environmental, natural resource, and transportation safety regulations
Prior consulting experience is highly desirable

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$49,452.00 - $84,068.00
