Job Description:
NuvoLogic Consulting is seeking a highly experienced Program Manager to oversee various federal government contracts, primarily contracts with the Small Business Administration's (SBA) Office of Disaster Recovery & Resilience (ODR&R). This position involves managing and overseeing the full lifecycle of both a data analytics and product development project and a non-IT technical assistance project ensuring the highest level of customer service, quality assurance, and consistency across both initiatives. The Program Manager will handle all contractual obligations, risk management, resource allocation, task order execution, and subcontractor management for these projects, ensuring that all deliverables meet client requirements and adhere to federal regulations.
The Data Analytics Project focuses on developing data-driven tools and products, including advanced analytics and GIS solutions, to support SBA's disaster preparedness, response, and recovery efforts. The Technical Assistance Project involves non-IT support, such as crafting outreach and engagement strategies, standardizing field operations procedures, and developing and delivering mitigation materials and training to SBA personnel and affected communities.
The Program Manager will be responsible for managing multiple project teams, including Scrum teams, IT professionals, data scientists, management consultants, and disaster subject matter experts. This role will also ensures strong customer service by maintaining open communication with clients, tracking project progress, and delivering timely, high-quality outcomes. Emphasis will be placed on maintaining consistency in performance and results across both contracts.
Responsibilities and Duties:
Serve as the primary point of contact for SBA leadership, ensuring exceptional customer service by actively engaging with key stakeholders and addressing concerns proactively. Foster a strong, collaborative relationship with clients to ensure satisfaction across both the Data Analytics and Technical Assistance projects.
Serve as the primary point of contact for SBA leadership, maintaining strong relationships with key stakeholders. Provide frequent updates on project status, risks, issues, and mitigation strategies.
Manage all contractual matters for various projects. Ensure that all contractual obligations are met and exceed client expectations, with a focus on timely delivery, budget adherence, and compliance with federal regulations.
Collaborate with Task Order Leads in regards to Project Planning, Work Breakdown Structure (WBS) / Scheduling, Financial Management, and Quality and Performance Management.
Communications management and reporting utilizing multiple channels including regular weekly meetings and standard reports to provide ongoing updates to the Integrated Master Schedule (IMS), Incident Reports, and recurring Program Reports.
Implement and uphold robust quality assurance processes to ensure projects meet the highest standards. Promote consistency in project execution, ensuring that deliverables from both IT and non-IT projects are aligned with client expectations and quality benchmarks. Regularly validate deliverables to maintain uniform standards across teams.
Identify and mitigate risks across projects. Oversee resource allocation to ensure optimal staffing of teams, including subcontractors, and manage resource needs.
Ensure task orders are executed on time, within scope, and meet quality expectations. Coordinate contract modifications and align them with project objectives.
Manage subcontractors across both contracts, ensuring alignment with NuvoLogic's and client's quality standards. Ensure consistent service delivery from subcontractors, monitor their performance, and address any issues that arise.
Develop and maintain project dashboards and reports to track progress, timelines, and deliverables. Communicate regularly with internal teams and SBA clients on project performance and KPIs.
Ensure that all project deliverables meet federal regulations and NuvoLogic and client quality standards. Implement robust quality assurance processes to uphold high-performance levels.
Coordinate with multidisciplinary project teams and stakeholders to gather project status, performance and communicate policy.
Implement robust policies, processes, procedures, and guidelines to support multiple projects across the organization as well as monitor the project's progress in achieving quality and performance standards.
Manage personnel performance and career development.
Requirements
Master's degree in Business, Project Management, or a related field.
15+ years of program management experience, overseeing large federal contracts.
Proven experience supporting federal civilian agencies, particularly in disaster recovery or resilience.
Strong experience managing IT and non-IT projects, including data analytics and technical assistance.
PMP (Project Management Professional) certification is required.
Must be able to obtain a Public Trust clearance
SaFE Agile, CSM, Lean Six Sigma certification, a plus
