SAIC's National Intelligence Community (NIC) Business Unit, USG Mission, and Information Technology Division, provides solutions and services supporting digital modernization programs in areas such as systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, DevSecOps, cloud network operations, and secure communications.
We are seeking a highly motivated Technical Program Manager to join our National Intelligence Program providing analytic and software capabilities to include data visualization tools, language translation, data ingestions, extraction, and modeling. This position can be in Herndon, VA, McLean, VA or Chantilly, VA and requires an active TS/SCI clearance with Polygraph.
As the Technical Project Manager , you will oversee solutions and services that support and drive digital modernization programs in various areas, including systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, DevSecOps, cloud network operations, and secure communications.
Responsibilities will include, but are not limited to, the following:
Lead and manage technical projects from inception through completion, ensuring alignment with organizational goals and timelines.
Provide technical oversight and guidance to ensure projects are executed efficiently and effectively.
Coordinate with cross-functional teams, including software developers, systems engineers, cybersecurity experts, data scientists, and other relevant stakeholders to deliver comprehensive solutions.
Work within a DevSecOps Operations & Maintenance (O&M) environment, integrating security practices into operational processes and ensuring the continuous delivery and maintenance of secure and efficient systems.
Maintain clear and consistent communication with stakeholders, providing regular updates on project status, risks, and milestones.
Identify and mitigate risks associated with technical projects, ensuring successful delivery of solutions.

Utilize Agile methodologies to manage and deliver projects, ensuring adaptability and continuous improvement throughout the project lifecycle.
Maintain comprehensive project documentation and generate regular reports to track progress and outcomes.
Guide and define business improvement and organizational process to drive critical programs.
Perform process analysis, process improvement and monitor/control processes.
Demonstrated ability to quickly ramp up to support customer's needs, clearly communicate (orally and written) ideas, take initiative to provide creative solutions to challenges and/or systemic problems.
Qualifications
Requirements :
Active TS/SCI with polygraph.
Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.
Will consider additional 4 years' experience with a HS diploma in lieu of a Bachelor's degree.
Strong leadership and team coordination abilities, with a track record of successfully leading cross-functional teams.
Exceptional communication and interpersonal skills to effectively interact with stakeholders at all levels.
PMP Certification.
Desired :
Certification as Agile Scrum Master and/or ITIL 4.
Knowledge of: Change management, Facilitation, Organizational Assessment, Process Modeling, Business Planning, Business Process Reengineering, Consensus Building, Organizational Restructure, Design, and Implementation, Project Management Processes, Data Modeling, and Benchmarking/metrics.
