Cyntel Technologies is currently seeking Counterintelligence (CI) Instructors for multiple opportunities located in Quantico, VA.
Clearance - Active TS/SCI security clearance for consideration and must sit for CI Poly before starting.
Qualifications are dependent upon the position:
Position: Advanced CI Investigations Course (ACIIC) Support: This course provides a national capability for CI Agents to independently conduct Counterintelligence investigations to determine whether a particular person is acting for or on behalf of, or an event is related to, a Foreign Intelligence Entity, as well as dete1mine actions to identify the appropriate resolution. The CJ Agent can devise plans that leverage all CI functions, missions (IAW the DoD 5240 series), and CI investigative tools and defend their utilization of DoD Manual 5240.01, Foreign Intelligence Surveillance Act, affidavits, and evidence. The CI SME assigned to support this course will deliver classroom-based instruction and assess student performance in practical exercises that frequently exceed 8-hour a day.
Qualifications for Mid-Level CI SME - Investigations: The contractor must be a graduate from an accredited Counterintelligence Special Agent credentialing school, must be a graduate of JCITA NSIC, ACllC, the AFCITC, or an IC school equivalent, and must have a minimum of five (5) years experience conducting full-scope CI Investigations.
Position: Advanced Foreign Counterintelligence Operations Course (AFCIOC) and Advanced Operations Seminar Support: This course meets USD (IandS) mandated training certification requirements to be an Offensive Counterintelligence Operations (OFCO) Case Officer, thereby being capable of planning, developing, and executing OFCOs in accordance with DoD Instruction S-5240.09, OFCO. The CI SME assigned to support this course will deliver classroom-based instruction and assess student performance in field exercises that frequently exceed 8-hours a day, includes weekends, and requires travel within the NCR and CONUS. This CI SME is required to have expert knowledge of threat country foreign intelligence entities (FIE) methodologies and tactics, techniques, and procedures (TTPs). The contractor must have served as an OFCO Case Officer with experience conducting the full operational cycle, shall be able to sit and stand for up to two (2) hours at one time, and be able to walk for up to five (5) miles in one day.
Qualifications: Senior-Level CI SME - Operations (AFCIOC): The contractor must be a graduate from an accredited CI Special Agent credentialing school, must be a graduate of the JCITA Advanced Foreign CI Operations Course (AFCIOC) or a legacy training course offered by the Military Departments including Army Advanced Foreign Counterintelligence Training Course (AFCITC), the Air Force Counterespionage Case Officers Course, or the Navy Counterespionage Operations Course. The Senior-Level SME must have a minimum of seven (7) years of demonstrated experience conducting, instructing, or supervising OFCO in accordance with the DoDI-S5240.09. Highly desired experience for the Senior-Level CI SME includes experience as an Executive Case Officer, Team Chief, or Operations Officer.
Position: Counterintelligence Collection in a Cyber Domain Course (CCDC) Support: This course provides a national capability for CI Agents to independently conduct Cl Collection in cyberspace in accordance with applicable laws, strategies, and policies. The training emphasizes the application of nationally validated tradecraft in cyberspace to include cyber tools, collection methodologies, and techniques in conjunction with tactical through strategic CI Collection methodologies. The CI SME assigned to support this course will deliver classroom-based instruction and assess student performance in activities that frequently exceed an 8-hour day and includes weekends.
Qualifications: Mid-Level CI SME - CCDC: TheCI SME must be a graduate from an accredited CI Special Agent credentialing school and must have a minimum of three (3) years experience conducting or supporting (active and passive) platform-based CI Collection in cyberspace. The Mid-Level Cl SME must have demonstrated expertise in CI collection in a cyber environment verifiable through demonstrated knowledge attained through a combination of industry training, DoD training, or academia, such as SANS OSINT Certification or Certified Open-Source Intelligence Professional, CCDC or JMCCC.
Position: CI Surveillance Course (CSC) Support. This course provides a national capability for CI Agents to plan, conduct, and debrief discreet CI surveillance operations in support of CI missions (IAW EO 12333, the Intelligence Authorization Act, and the DoDI 5240.16). Graduates of this course can proficiently conduct discreet CI surveillance and closely observe the activities of a person of CI interest without compromising a CI investigation or operation. The CI SME assigned to support this course will deliver classroom-based instruction and assess student performance in field exercises that frequently exceed 8-hour a day, weekends, and travel within the NCR. Travel within CONUS is required up to seven (7) times per year for two weeks each time. This CI SME shall be able to sit and stand for up to two (2) hours at one time and be able to walk for up to five (5) miles in one day.
Qualifications: Mid-Level CI SME - Surveillance: The Mid-Level SME must have a minimum of three (3) years of demonstrated experience conducting, instructing, or supervising DoD Cl surveillance.
Position: DoD Cl Agent Course (DCAC) Support: This course is a DoD CI Badge and Credentialing course, which provides an entry level understanding of Defense Agency CI missions and functions. The training provides the CI Agent with the basic knowledge to conduct the diverse duties of a Defense Agency CI Special Agent. The training emphasizes. DoD Cl leg all issues; Cl functional services; CI education briefings; detection of espionage. CI inquiries; preserving Cl operational and investigative viability and prosecutorial information; collecting and reporting CI information; and assisting other agencies in CI matters to include operations and investigations. The CI SME assigned to support this course will deliver classroom-based instruction and assess student performance in field exercises that frequently exceed an 8-hour day, includes weekends, and requires travel within the NCR and CONUS. This CI SME must have at least a thorough understanding of Cl activities in support of the five CI functions: investigations, collection, operations, functional services, and analysis and production which was gained through experience.
Qualifications: Mid-Level CI SME- DCAC: The contractor must be a graduate from an accredited Counterintelligence Special Agent credentialing school, must be a graduate of JCITA NSIC, ACIIC and/or the AFCITC, or an IC school equivalent, and must have a minimum of five (5) years experience conducting CI inquiries and/or full scope investigations. Knowledge of the CI missions and functions required.
Position: Joint Military Counterintelligence Collections Course (JMCCC): This course provides a national capability for CI Agents to independently plan and conduct CI collection (IA W EO 12333 and DoDI S-5240.17) to identify and detect FIE activities against DoD. The Cl Collector can respond to validated Cl requirements and support the identification, exploitation, disruption, manipulation, or neutralization of FIE intelligence operations aimed at DoD and U.S. interests.
