ESSENTIAL DUTIES AND ACCOUNTABILITIES
Monitor programs to comply with Federal, State and military requirements. Act as a liaison with representatives of Base Safety, Fire Department, OSHA, and other Government organizations.Analyze safety trends to recognize problem or hazard areas, and recommend corrective action to management.Ensure in the maintenance of all required records applicable to the Performance work statement.Conduct safety training on the proper utilization of personal care equipment and ensures an adequate quantity of equipment.Assist in the investigation of all accidents and recommended corrective actions.Provide guidance on medical surveillance requirements for workers exposed to specific hazards in accordance with OSHA and Government/Company requirements. Track physical and hearing evaluations.Ensure compliance with federal and state regulations pertaining to the coordination of the Fire Warden/Safety Program in accordance with Navy Regulations. Collaborate in the development of policy and procedures to establish safe work practices and conditions consistent with existing Federal, state and local standards and regulations.Conduct new hire indoctrination and training.Development, Monitor and present safety, health and environmental promotional programs for supervisors and employees.Monitors and ensures, through line supervisors, that HAZMAT rules are being enforced.Assists in ensuring proper and thorough HAZMAT record keeping is maintained in accordance with established Environmental Protection Agency, State and Base Standards.Assists in the development of safety and environmental proposals as a response to Government and commercial customer solicitation requirements.Performs necessary functions to assist position of assigned Company EHS Manager.Performs job related special assignments as required.Maintain working knowledge of complex and technical regulations, including Customer's Hazardous Waste Management Plan, OSHA, Hazardous Material Transportation Act, Resource Conservation and Recovery Act and other applicable base, state and federal regulations.The EHS Specialist shall possess knowledge of the Navy Fire Warden Program.Designated as Site Fire Warden Point Coordinator, with specific responsibilities for the:a. Provision, access and maintenance of waste storage and chemical storage areas.b. Routine inspection of all fire bottles and contractor held facilities.c. Post Fire Bill(s) (NAVFAC 3-11320/9) with correct building number and emergency telephone numbers in a conspicuous place and post Fire Warden's name and telephone number on unit bulletin boards.d. Observe the evacuation of assigned building(s) during emergencies and ensure personnel not assigned to a fire detail are instructed to close safes, windows, doors, etc., and proceed to the nearest exit without delay. Fire Wardens will be required to take the online annual refresher training in the Navy program of record or attend an onsite annual Fire Warden training that specializes on developing and improving fire prevention skills.e. Ensure buildings are numbered with facility numbers. Position the number(s) on opposite corners of the structure so they are visible from at least two directions. If required, place work request with Public Works to provide numbers. Size and color of numbers for buildings will comply with existing regulations.f. Assist the Fire Inspector during formal inspections to ensure adequacy of the inspection program. Deals with the customer in courteous, professional and effective manner.Complies with all established general and industrial safety rules and regulations as applicable to the contract, facility and job assignment.Assists as directed to ensure safety, security and preservation of Government/Company owned equipment.Coordinate and assist assigned Building Managers and document and track all work request and projects to closure. Working knowledge of Fire Warden or Building Manager programs.Working knowledge of applicable federal, DoD, state, and local regulations pertaining to the protection of the environment and OSHA requirements contained within the 29CFR.May be required to travel up to 25%.
QUALIFICATION STANDARDS
EHS Specialist shall have a minimum of a high school diploma with ten (10) years' experience in Environmental Health and Safety program management, four (4) of which must be related exempt experience; OR Associates degree with six (6) years' experience; OR Bachelors Degree with two (2) years' experience. Must be able to obtain/maintain CAC and clearance required by Government. Must have a valid state driver's license.The Safety/Environmental/Health Specialist shall be required to obtain the following:Facility Management - 40 hours, available from the Navy IAW CNAFINST 4790.2 Series.DOT Hazardous Waste Material Transportation Training - 40 hours initial, 8 hours every 2nd year, Hazardous Materials Control and Management Course - 4 Days IAW CNAFINST 4790.2 Series
PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS
Physical Demands:This classification activity is usually accomplished in a office environment and as such requires the scope of physical movements and postures normally associated with office activities. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.
Work Environment:The diversity of work conditions may range from an environment where there is little or not physical discomfort, to an environment where inclement weather may subject individual to severe changes of temperature, wine, rain, etc. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to electrical shock hazards.
