PCI Aviation is seeking a Contracts Manager will contribute as the lead on the contracts team and will also act as an advisor to the program team and executive management regarding contracts.The Contracts Manager shall report directly to the President and CEO at the PCI Aviation, San Antonio office.
The Contracts Manager will:
Administer multiple Department of Defense (DoD) contracts and subcontracts
Actively establish and maintain solid professional working relationships with Government customers
Monitor contract performance for compliance with contractual terms and conditions to determine if extensions or other changes are needed
Provide sound business/regulatory/compliance advice and guidance to PCIA leadership regarding contract performance, risk avoidance/mitigation and problem resolution
Work with PCIA leadership and colleagues in the development of pricing and proposals
Analyze and process a variety of contractual documents such as prime contracts, subcontracts, task orders, modifications, non-disclosure agreements (NDAs), and teaming agreements (TAs)
Maintain contract files in a centralized area
Prepare and issue correspondence to the government, prime contractors and subcontractors related to the execution and administration of contracts
Remain up to date on government regulations (FARs and DFARs in particular) and other legal and procedural requirements
Maintain company and joint venture SAM entity registrations and other regulatory registrations
Track contractual deliveries of products/services and deliverables in accordance with customer due dates. Submit deliverable documents
Identify and problem solve contract related issues

Job Requirements

Bachelors degree required
7-10 years experience in contracting for a defense contractor company required
NCMA CFCM or CPCM desirable
Demonstrated competence in contract management with the DoD (Navy and Air Force specifically)
Knowledge of the FAR/DFAR, DoD regulations, policies and procedures
Ability to obtain a security clearance
Ability to comply with all other requirements as specified within the PCIA and Ecke Personnel Policies and Procedures.
Physical Requirements
The physical demands described herein are representative of those which must be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in a standard office or conference room setting and use standard office equipment, including a computer.
To visit other company sites, employees must be able to operate a motor vehicle and fly in an aircraft, both of which may require sitting for prolonged periods of time. Employees must possess vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas will be required. This position requires an employee to occasionally bend, stoop, kneel, crouch, crawl, climb or balance; reach, push, and pull drawers and doors open and closed. The employee must occasionally lift and/or move up to 20 pounds.
