PROGRAM SUMMARY:
The Diplomatic Platform Support Services (DiPSS) works in support of the Department of State to provide medical support services. The primary scope of this program is to execute medical support services at the United States Embassy and adjacent facilities in the Middle East.
POSITION SUMMARY:
The Deputy Program Manager coordinates with Program Management and Business Development teams to develop licensing strategy for major international program pursuits.
RESPONSIBILITIES:
With Direction from the Program Manager, oversees and approves task planning on several large projects or product lines; approves resource requirements and effort estimates.
Establishes direction for functional team and direct reports across a suite of projects to balance product line priorities.
Responsible for project data integration and tracking of financials, quality levels, and implementation of corrective actions based on variance and critical path analysis for the entire product line.
Balances customer expectations with internal business goals; participates in business planning efforts and approves results.
Responsible for SBE Program Management financial success while meeting customer needs per agreed commitments.
Value range is typically between $50- 80M in budget responsibility.
Value Range may be set by SBE/SBU to adjust for business conditions.
Experienced in PM processes and process architecture including common evaluation methods such as TL9000 and SEI with the ability to represent the PM organization as a domain expert.
Can lead large functional teams through execution of a process roadmap and understand project implications associated with process integration.
Deputy Program Managers should be experts in estimation methods, critical path analysis, earned value techniques and be able to integrate process and quality dimensions into the balance of resources, time and functionality.
Also, they must understand PM community trends in industry and academia, including tools and practices theories.
Advanced knowledge and use of business concepts and accounting principles associated with the project cost and budgetary planning/control occur regularly.
Typically interfacing and working with business unit Controller and Marketing organizations to pursue or control business opportunities.
Understanding of all aspects of business operations and associated costs is required.
In addition, the Deputy PM typically leads activities involved in the development of the fiscal AOP and STRAP for multiple sites/teams associated with the product line, along with the business unit controller.
BASIC QUALIFICATIONS:
BS / BA Engineering, Sciences, or Other Related Program Field and at least 8 years of related experience. Advanced Degrees (M.S. / MBA) preferred
Extensive Program Management Experience and increasing leadership responsibility. Preferred cross-functional and business experiences.
In lieu of formal education, 15 years of related experience.
Specific contract requirements will prevail.
Must be medically fit and willing to travel CONUS and OCONUS
Must be able to lift 50lbs
Must be a U.S. Citizen with a current U. S. Driver's License.
Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining
Must be able to read, write, speak, and understand English fluently
Candidates must also meet CENTCOM MOD (Fit for Duty) theater requirements.
Must currently possess or be able to obtain prior to being hired as is required for this position a U.S. Government (USG) issued Secret security clearance and/or a favorable USG Moderate Risk Public Trust (MRPT). Must maintain eligibility at the required clearance or certification level for the duration of the task order.
