RESPONSIBILITIES INCLUDE:
Directs, coordinates, and manages overall functions of western ranges.
Develops and implements strategies, policies, and procedures in the execution of this effort with respect to eastern ranges.
Evaluates overall management of eastern ranges to improve efficiency and effectiveness for the eastern ranges.
Ensures effective coordination across different functional groups and areas for the eastern ranges
Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities for the eastern ranges.
Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation for the eastern ranges.
Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems for the eastern ranges.
Responsible for profitability and revenue growth of assigned program control accounts for the eastern ranges.
Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits for the eastern ranges.
Performs business development activities at all stages, including the preparation and review of technical and cost proposals for the eastern ranges.
Performs program financial management oversight, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement for assigned control accounts for the eastern ranges.
Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances for assigned control accounts for the eastern ranges.
Develops, reviews, and approves plans, schedules, consulting agreements and other program documents for the eastern ranges.
Prepares and provides various reports and technical reviews to senior management as requested
Ensures compliance with relevant corporate and government policies and standards for the eastern ranges.
Participates in special projects as required.
REQUIRED QUALIFICATIONS:
Active Top Secret DoD clearance.
A minimum of Five (5) years of experience managing dispersed workforce and diverse functions in support of large-scale Department of Defense effort(s).
Experience in managing large scale training evolutions to a high level of quality.
Familiarity with all Navy Task Order functions.
Knowledge and understanding of future Navy and Joint capabilities that will drive corresponding changes in future training requirements including Live, Virtual and Constructive training.
Experience in exercise development and execution in all warfare domains
Knowledge of computer, communications systems, and networks that are used to support Navy and Joint training events.
Experience with the operation and/or maintenance of Navy or Joint tactical training ranges including applicable health, occupational, environmental, security laws, regulations, and policies including the requirements for weapon use exclusion zones and the safe handling of unexploded ordnance.
Experience and knowledge of digital dashboards and collaboration tool
Experience developing and managing Work Breakdown Structures (WBS), developing an Integrated Master Schedule (IMS) and associated Plan(s) of Action and Milestones (POA&M)
Familiarity with ISO 9000:2015 Quality Management System
Bachelor's degree in Science, Technology, Engineering or Math (STEM) or related field
It is also desired that the candidate shall possess:
Project Management Professional (PMP) or DAWIA Level III certification

The likely salary range for this position is $138,859 - $187,867. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
