This hybrid role encompasses responsibilities as both the Facility Security Officer (FSO) and a Contracts Administrator. The FSO component ensures compliance with the National Industrial Security Program (NISP) and oversees all security-related matters at the facility, including personnel and physical security. The Contracts Administrator role, under the direction of the Executive Vice President, performs administrative and document control duties, managing contract documentation and supporting office operations.
Essential Duties and Responsibilities:
Security Program Management (FSO):
Serve as the primary point of contact for security matters within the facility.
Develop and manage security programs in compliance with the 32 CFR Part 117 and DoD security requirements.
Maintain facility clearance (FCL) and oversee classified contracts.
Manage security clearances for personnel and conduct security briefings and debriefings.
Maintain/Review DD254s
Manage/Track Visit Requests
Prepare for and support DCSA audits and inspections.
Personnel and Physical Security (FSO):
Process security clearance applications using DISS and other systems.
Maintain personnel security clearances; process CVUpdates, report and track personnel incidents, changes, adverse, and foreign travel.
Oversee access control measures, including badging, visitor logs, and physical security systems.
Investigate and report security violations or breaches to appropriate authorities.
Develop and conduct security training for employees.
Insider Threat Program Senior Official (ITPSO):
Oversee the Insider Threat Program in accordance with 32 CFR Part 117
Contracts Administration (Contracts Administrator):
Draft, format, and type a variety of documents including letters, reports, and contracts.
Maintain and organize contract files, ensuring compliance with ISO procedures.
Route and manage contract documents and correspondence.
Coordinate and review contract modifications with corporate staff and various contracting officers.
Maintain the Document Control System for all controlled documents and ensure proper routing and retention.
Assist in assembling and compiling data for reports or presentations.
Other Administrative Duties:
Backup the Corporate Executive Assistant as needed.
Perform general office duties such as making photocopies, operating fax machines, and using other office equipment.
Qualifications:
Education and Experience:
High school graduate or equivalent.
At least three years of experience in industrial security, administrative, or contracts-related roles.
Experience with security clearance processes and contracts administration in a corporate environment is highly preferred.
Experience with Microsoft Office software and a strong understanding of business correspondence and document management systems.
Certifications (FSO-related):
Certification in FSO Orientation for Non-Possessing Facilities through CDSE
Knowledge, Skills, and Abilities Required for this Position:
FSO-related: In-depth knowledge of 32 CFR Part 117, SEADs, ISLs, DoD security regulations, and federal security requirements. Proficiency in security clearance systems (e.g., DISS, e-APP, NBIS, NISS).
Contracts-related: Knowledge of contract management principles and ISO compliance procedures. Ability to manage a Document Control System effectively.
Proficiency with Microsoft Office software, specifically Word, Excel, and PowerPoint.
Strong organizational and time management skills, with the ability to handle multiple tasks simultaneously.
Excellent written and verbal communication skills; ability to communicate with various stakeholders, including senior management and government representatives.
