The Emerging Threats and Technology (ET&T) Division is comprised of cybersecurity, infrastructure protection, policy, legal, intelligence, and security systems expertise. Our staff work in interdisciplinary project teams to provide innovative concepts that integrate policy, analytics, science, and technology into unique solutions. The Threat Prevention and Resilience (TPR) group sits at the intersection of policy and technology deployment. This group of over 45 staff examines the suite of issues that impact technology deployment and use, such as laws, regulations, policies, economics, trade, and stakeholder challenges.
The Safeguards Policy Team consists of 13 research analysts and experts in Nuclear Safeguards and Non-proliferation. The team is responsible for providing technical expertise and assessment of nuclear material safeguards, security policies, and implementation. Team members utilize the breadth and depth of laboratory science and technology expertise to solve complex problems relating to national and international safeguards and security. Areas of emphasis include program management, system design and analysis, tactics and training, requirements definition, and operational sustainability.
This position will be remote or located in Richland, WA; Seattle, WA; or Washington D.C. based on business need.
Responsibilities
Responsible for providing technical expertise, analysis, and publishable products to advance the frontiers of science and address some of the most challenging problems in national security, energy, and the environment. Gather, analyze, and evaluate information from a variety of sources. Anticipates internal and or external business challenges, sponsor and/or regulatory issues; recommends process or service improvements. Identifies and solves unique and complex problems that have a broad impact on the Laboratory. Utilize technical expertise in one or more scientific, engineering, or policy disciplines, determine significance and reliability of incoming information, integrating new information with current data. Evaluate information to determine a recommended course of action. Apply and interpret theories, principles, methods, tools, and technologies within an area of specialty. Provide domain knowledge and insight on national-level mission needs to multidisciplinary project teams comprised of scientists and engineers.
Qualifications
Minimum Qualifications:
BS/BA and 9 years of relevant experience -OR-
MS/MA or higher and 7 years of relevant experience
Preferred Qualifications:
Professional Experience in nonproliferation or national security topics such as nuclear security, international safeguards, radiological source security, export control compliance, strategic trade controls, border security, chemical and biological weapons security, and arms control.
Educational background or professional experience applying domain knowledge to a variety of projects or activities involving assessment of relevant policy or legal frameworks, development of instructional materials for adult audiences, and examination of emerging technologies on nonproliferation norms and practices.
Deep knowledge or experience working for federal organizations such as the Department of Energy (DOE), Homeland Security (DHS), State (DOS), and Defense (DOD), or the International Atomic Energy Agency (IAEA).
Demonstrated experience conducting research, assimilating findings, and making policy recommendations.
Ability to apply quantitative and qualitative research and analysis techniques to inform nonproliferation and national security policy with a particular focus on at least one of the aforementioned domains.
Strong analytic and communication skills, both written and oral.
Monitor internal and or external business challenges, sponsor and/or regulatory issues; recommend process or service improvements.
Skills, training, or certification in managing projects or multi-disciplinary teams desired but not essential.

Additional Information
This position requires the ability to obtain and maintain a federal security clearance.

Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
