Education:
Bachelor's Degree in a technical, science or business discipline from an accredited college/university.
Months/Years of Experience:
Six (6) years of experience in one of the following areas, as related to the respective job required: Communication, Logistics, Operations, Finance, Personnel/Human Resource Management, Program Management, Process Improvement, Safety, Security, and Environmental specialties; or an Associate's Degree and eight (8) years of applicable experience int he assigned specialty area; or ten (10) years of experience performing the job duties in the assigned specialty area; or ten (10) years of military training in the specialty area; or a combination thereof, may be substituted for the education requirement.
e. Program Analyst - Four (4) of the required experience must include experience coordinating projects; collecting data, reviewing technical documents compiling statistics and data for projects; writing narratives, managing the execution of inspection programs, creating, monitoring, and maintaining audit files for program compliance.
Required Qualifications:
U.S. Citizen. Must have or be able to obtain a security clearance. Skilled action officer with at least 5 years technical experience in finance and program management to include accounting, budget development, financial management and analysis along with tracking and reporting monthly metrics on test programs within TPID.
Desired Qualifications:
Bachelor's Degree, Engineering or Business desired.
Skills Needed:
Extensive experience in the use of ATEC and RTC tools such as ADSS, PMM, PRO3, MS Project 2007/13, CET and SharePoint. Must be able to communicate both orally and in writing to RTC directors along with the Command Staff at RTC.
Duties:
Supports the TPID Senior Program Office, provides programmatic guidance along with administrative support to TPID's Director, Division Chiefs, and subordinates offices in the form of bi-weekly updates, summary spreadsheets, and strategic planning charts to assist the command in assessing overall program development and support improving effectiveness and efficiency. Monitors ADSS/PMM active and preliminary projects to ensure that DLH's are entered into current workload projections. Assist the SPO in the upgrade and development of new business tools that support all directorates within the organization (CET 2.0 upgrade, ATEC ADSS/PMM resource table updates), tracks monthly metrics for the center on reports, plans, test readiness reviews, and cost estimates/project proposals for overall visibility across RTC. Assist the SPO in monitoring expiring funds, ensures that account teams are aware and coordinating with the customer for extensions or new funding. Provides support in working ATEC taskers affecting test management and as the lead directorate for the center, assists in developing/modifying current and new test processes along with ensuring that all new requirements are documented and test management leads within the directorates are informed of changes which might impact testing. Additional duties include providing test coordination and support to TPID's missile division for miscellaneous projects that are outside the normal customer base which includes working with customers, developing costs estimates, generating proposals and monitoring and updating the programs in ADSS/PMM.
