Education: Must possess a Bachelor's Degree in a technical, science or business discipline from an accredited* college/university; or an Associate's Degree and two (2) years of applicable experience; or four (4) years of experience performing the job duties in the assigned specialty area; or four (4) years of military training, or a combination thereof, in the specialty area.
Months/Years of Experience: One (1) year of applicable experience developing plans, budgets and schedules to meet project requirements; providing project status with regard to funding, schedule, and milestones; providing comparative analysis for budget and actual costs; validating costs; comparing performance against plans; and reporting, analyzing and interpreting financial data from multiple sources.
Required Qualifications: U. S. Citizenship. A valid drivers license. Must have or be able to acquire a security clearance.
Desired Qualifications: Professional level user of MS Office Suite.
Skills Needed: A master's degree and/or a Program Management Professional (PMP) Certificate and/or technical experience performing engineering, analysis, and related functions in research, development, test and evaluation in support of military equipment and systems are pluses.
Duties: Support program management of ECTD Aviation projects within RTC through documentation of planning, execution, and reporting for assigned programs in ECTD. Submit Requests for Test Services and establish CET, ADSS, PMM, and SharePoint files for each project. Write draft project proposals and 7600 Forms from estimated test costs provided and route for approval and submission. Facilitate funds acceptance and communicate funding allocations and test schedules to test teams, comprised of the Account Manager, Assistant Account Manager, Test Director (or Program Integrator), and the Test Engineers. Monitor funding expenditures for burn rates, overages, and expiring funds and alert the test team to any issues. Draft test program checklists for Security, Environmental, and Human Factors considerations and route them for approval. Update and Sync PMM project schedules with ADSS every 14 days, monitor and alert test teams to upcoming milestone dates and task due dates, and ensure accurate documentation is kept on the execution of
all project tasks. Ensure all test documentation is loaded to the VDLS and SharePoint repositories. Submit forms to reconcile and retire RTC test and support projects.
