Alternate Program Manager, (APM)
Onsite Position : This is a hybrid work model providing on-site support in Fort Liberty, NC, to oversee fourteen (14) United States Army Reserve Command (USARC) Education Center locations from 7:30 a.m. through 4:30 p.m., Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.
Position Overview : Responsible for providing support services to assist Government professionals in the delivery of adult education services at 14 separate USARC Education Centers across the U.S. Assist staff in the delivery of adult education programs such as Tuition Assistance (TA), Credentialing Assistance, Reserve Component-Student Loan Repayment Program, all GI Bill Programs, and review of Soldier's academic history. Implement full authority to act on all contract matters relating to the daily operation of the 14 sites.
Duties/Responsibilities:
Ensure that all deliverables and other terms of this task order are accomplished. In the absence of the PM, the APM shall fulfill all PM duties and have full authority to act for the Contractor on all contract matters relating to the daily operation of this task order.
Ensure resources are trained and qualified and that all substitute personnel meet the service requirements of this task order at multiple locations, including remote locations.
Support the management structure implemented to effectively and timely coordinate and manage all work required under this task order.
Coordinate and integrate with each site's Zone Manager and/or Site Manager.
Develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with the PWS. This includes developing and implementing procedures to identify, prevent, and ensure the non-recurrence of defective services, inspect prime and subcontractor services and products, and document all inspections conducted.
Manage the cost, schedule, and performance of the contract.
Required Qualifications:
Master's degree.
Minimum of five (5) years of Program Management experience.
Must be able to read, write, speak, and understand the English language to properly, clearly, and effectively communicate in person or via electronic devices (telephone or e-mail) with co-workers, customers, and the public.
Must have proficient knowledge and experience in Microsoft Word, PowerPoint, and Excel.
Preferred Qualifications:
Experience with managing DoD contracts.
Experience with the USAR Education Center Support.
Experience in the planning, development, and execution of Tuition Assistance (TA), Credentialing Assistance, Reserve Component-Student Loan Repayment Program, all GI Bill Programs, and review of Soldier's academic history.
Familiarity with Army Regulation 621-5, Army Continuing Education System, and the Department of Defense Directive (DoDD) 1322.SE, Voluntary Education Programs for Military Personnel.
Clearance:
Have a Tier 3 background check prior to work commencement and must maintain the level of security required for the life of the task order.
