Purpose and Scope:
The Project Controls Cost Analyst 2 is responsible for all project cost control activities in support of engineering, materials management, construction, start up and operations. Project controls provides the tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for concurrent projects throughout the organization.
Essential Responsibilities:
1) Services include planning, cost and schedule (work breakdown structure) metrics and tools, collecting performance data (installed quantities, expended labor hours, and other progress measurements for direct hire and subcontract work), tracking data (daily cost compilation and monitoring), analyzing (earned value, productivity and risk analysis), and reporting.
2) Identifies and tracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the client and project management.
3) Integrates cost and schedule data and reporting with the Company's accounting and management information systems to facilitate meeting Company performance and financial goals.
4) May also be involved in change control management, and critical path method network analysis.
5) Assists in the use of drawings and specifications in the establishment of project baseline data.
6) Begins basic analysis of cost and schedule variances.
7) Develops knowledge of accounting principles.
8) Assists in assembling data for trending and forecasting.
9) Understands progress/performance data and associated concepts and principles. Participates in the collection of progress data and review of performance trends.
10) Familiar with earned value, scope control and change management concepts, principles and methodologies.
11) Collects data and produces an initial analysis on manpower, labor hour, and labor cost requirements versus budget limitations.
Collects and analyzes data for tracking actual cost to funding limitations. Provides support to tracking purchase order and subcontract commitments and expenditures. Exposure to basic scheduling and cost baseline fundamentals, concepts and principles.
Perform all other position related duties as assigned or requested.
Minimum Position Knowledge, Skills, and Abilities Required:
Bachelor's degree in engineering, construction, business or related field, or demonstrated equivalent related experience and 2 years of experience in engineering, procurement and construction projects or maintenance projects in a cost control position. Displays the aptitude and ability to support the development, implementation and maintenance of effective cost control programs. Position may require the ability to pass and maintain a Security Clearance.
