Proposal Management Staff - Level 5
Lockheed Martin is seeking an experienced and motivated leader to be a senior level Proposal Manager as part of a dynamic and hard-working team located in Palmdale, CA.
The Lockheed Martin Aeronautics New Business Competitive Proposal Operations Team supports complex, strategic proposal efforts for the design, development, production, and sustainment of aerospace and defense platforms for U.S. and allied military organizations.
What You Will Be Doing
This well-skilled and experienced individual will lead proposal teams in the development of compliant, responsive, compelling solicitation (e.g., RFP) responses for unusually complex campaigns/capture efforts. This will require a high degree of ingenuity, to include identifying the need for external consultant resources, where appropriate, to supplement internal proposal staffing resources. This leader will shape and drive integration of win themes and discriminators into proposal deliverables, ensuring that capture artifacts and customer values are incorporated for a winning submission. Working directly with the Campaign Lead, Program Manager, and LM Aero Senior Management, this person will effectively tailor the Proposal Process based on the type, complexity and magnitude of the proposal effort.

Who You Are
The successful candidate must be experienced and capable of expertly handling the following duties (list is not exhaustive):
· organizing the proposal team, required facilities and computer work space for the proposal effort
· demonstrating a very experienced level of Proposal Process expertise and ability to tailor, as appropriate, to include guiding proposal team members on proposal processes and procedures
· establishing and managing proposal schedules and meeting key milestones, deadlines and deliverables
· developing proposal artifacts, such as the proposal plan, kickoff briefing, proposal annotated outline, compliance matrices, storyboard plan and delivery plan
· tracking and reporting status of proposal sections, to include monitoring proposal content for accuracy, consistency, completeness, and compliance, while anticipating impacts to schedule and resources
· conducting regular proposal status meetings and managing action items to closure in a timely manner
· ensuring configuration management of all proposal artifacts, utilizing Microsoft SharePoint and similar tools
· scheduling, organizing, and conducting proposal color reviews (e.g., Pink and Red Teams), as well as driving reviewer feedback to adjudication and final inclusion
· overseeing publications and graphics in the preparation of professional, high quality content, ensuring an effective production cycle to include printing, book check, packaging, and delivery, including electronic deliverables (e.g., files, CD/DVD's)

Basic Qualifications:
-15+ years of experience as a Proposal Manager leading competitive unclassified and (especially) classified proposal efforts for U.S. and/or foreign pursuits in aerospace, defense or other high-tech industry.
-Experience leading diverse proposal teams under time pressures and competing priorities; consistently meeting submittal deadlines
-Experience in tailoring and applying competitive proposal process (e.g., Shipley, SMA)
Desired Skills:
Bachelor's degree or higher
Experience interfacing with executive level management
Team leadership, motivational and interpersonal skills requiring minimal direction; this position is virtually self-supervised
Program management and/or engineering/technical experience
Excellent verbal and written communication skills
Writing ability and strong understanding of technical, management, past performance, content
Proposal professional certification (e.g., through Association of Proposal Management Professionals, Shipley Associates)
Experienced using Microsoft Office Suite, Adobe Acrobat, and/or SharePoint
Active Final Secret or Top Secret clearance; ability to obtain Top Secret clearance
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Maryland, Washington or Washington DC is $118,100 - $226,400. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
Pay Rate:
The annual base salary range for this position in most major metropolitan areas in California and New York is $135,800 - $256,000. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
