Appointment Type: This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Under general direction, the 6130 Safety Analyst plans and conducts worksite hazard analysis to identify occupational safety hazards and establishes comprehensive occupational safety programs to ensure compliance with occupational safety and health regulations.
Duties and Responsibilities
Perform incident investigations and produce reports identifying causes and causal factors and prevention. Provide technical safety assistance and support for incident investigations.
Perform trend analyses on incidents as assigned.
Develop corrective action plan for identified incident trends.
Determine leading safety and health indicators and reports annually.
Develop, conduct, and/or coordinate occupational safety and health training for employees, supervisors, and management. Topics include, but are not limited to: Electrical Safety, Fall Protection, Lock-Out/Tag-Out, Excavation Safety, Emergency Response and Preparedness, Ergonomics, Defensive Driving, Confined Space, Incident Investigation, Supervisor Safety and Health Responsibilities, Basics of Workers' Compensation, Traffic Safety, Forklift Safety, Aerial Lift Safety.
Evaluate safety and health training provided by consultants and as necessary, make recommendations for improvement.
Assist in the development and presentation of new Occupational Safety and Health training courses.
Develop or update tailgate trainings on an ongoing basis.
Manage the tailgate training program. Produce and issue contents of tailgate binder on an annual basis.
Conduct safety and health inspections and hazard assessment surveys and generates reports which identify physical, biological, and chemical hazards and program areas which are not in compliance with Cal-OSHA regulations and/or pose a significant safety or health risk. Develop recommendations or control or practices to minimize or eliminate hazards identified, including field visits.
Assist with the quarterly formal inspection program as needed. Develop new inspections checklists as requested. Follow up on reported inspection deficiencies; monitors informal inspections and ensures hazards are reported on the Hazard Control Log.
Follow up on use of Preventative Maintenance binder with sections and shops to determine specific equipment inspection frequency and solicit input on program improvements.
Develop Codes of Safe Practices (CSP) Policy Procedures. Develops, updates, or rewrites CSPs as needed.
Conduct Annual IIPP Audit and produces report.
Provide technical assistance and support in safety and health and industrial hygiene related matters on an as needed basis.
Participate in safety and health regulatory inspections and compliance activities and provides technical assistance and support as needed. Provide timely written responses to requests for information and hazard complaints.
Review and make recommendations on facilities design and construction to enhance safety and regulatory compliance.
Perform on-going evaluation of new or renovated facilities for compliance with Airport Guidelines, Cal-OSHA and other regulations and/or evaluate for potential significant safety or health risks. Develop reports as necessary.
Review and comment on contract site safety plans and makes recommendation to ensure plans are in compliance with Airport Guidelines, Cal-OSHA, and other regulations.
Create or revise SFIA Safety and Health Policies and Procedures including hazardous energy control, electrical safety program, codes of safe practices and other policies and programs as necessary to ensure compliance with updates to Cal-OSHA regulations and to ensure the policies and procedures reflect current SFIA practices.
Evaluate current programs for employee participation, effectiveness, and state of the art control management of significant safety and health hazards.
Provide technical assistance, training and conducts employee evacuation drills.
Maintain and update policies and procedures pertaining to emergency response.
Attend Airport Safety Committee, Duty Managers, Emergency Operations Group, ramp safety, terminal safety and safety management systems (SMS) meetings and other meetings as requested.
Attend and/or conduct biweekly safety tailgate meetings.

Nature of Work: Staff in this role perform duties through on-site evaluations and in office. They will be required to visit various airport locations for evaluations, mitigations, and close-out of issues.
Education:
Baccalaureate degree from an accredited college or university AND
Experience:
Four (4) years of professional occupational safety experience, such as implementing occupational safety programs, conducting worksite inspections and conducting safety training. (Weapons, Ordinance, and Systems Safety experience is not qualifying)
License and Certification:
Possession of a valid California Driver's License
Substitution:
1) A Master's Degree in Safety, Occupational Safety and Health, Safety Management, or a closely related field may substitute for two (2) years of the required experience.
2) Certification as a Certified Safety Professional (CSP) may substitute for the required experience described above.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.
Desirable Qualifications:
Has diverse field experience in construction or transportation industries or government public sectors.

SELECTION PROCEDURES
The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to interview. Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
Customs Clearance: This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission.
