Summary This TRAINING ADMINISTRATOR is located in the Joint Force Headquarters (State), DSCOPS, Distributed Learning (DL) Branch and is part of the CA JFHQ J6. Responsibilities THIS IS A T5 EXCEPTED SERVICE PERMANENT POSITION The primary purpose of the TRAINING ADMINISTRATOR, GS-1712-11, is to develop and implement, the Army National Guard (ARNG), Distributed Learning Program (DLP) within the respective state to achieve The Adjutant General's (TAG) training readiness objectives for assigned state and federal missions. Coordinates with all other directorates and external agencies to develop and execute the State's Adjutant General's Distributed Learning Program (DLP) goals, objectives and policies. Planning, integrating and coordinating the efforts of all agencies and offices participating in or supporting National Guard programs and events. Coordinates with industry experts, business, educational and community leaders and state agency officials on the role of multi-media Distributed Learning Technology. Provides oversight of DL Classroom (DLC) operations and maintenance. Coordinates with the ARNG Enterprise or state Help Desk to facilitate and/or help troubleshoot, repair, and install the DL classroom equipment and software. Aids in the development and implementation of DLC standard operating procedures (SOPs) and best practices for use in executing the classroom operations and knowledge transfer. Administers the payment of training providers. Serves as the DL Program Fund Manager and coordinates all DL related budget and funding activities with the USPFO while performing all fund manager duties as required by regulation and law, as appropriate. Prepares reports, charts, graphs, statistical and narrative data to reflect the status of various aspects of the program. Monitors, evaluates and reports state classroom usage. Establishes study and evaluation criteria and develops conclusions, reports and/or recommendations based on the analysis of reports from other training personnel. Identifies and prepares solutions to problems concerning issues associated with delivery of Distributed Learning training The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. Qualifications TRAINING ADMINISTRATOR, GS-1712-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
