Currently, ManTech is seeking a motivated, career and customer-oriented Mission Assurance Specialty Engineer to join our team in Lompoc, CA.
The Mission Assurance Specialty Engineer (MASE) will coordinate, assess, and categorize the Launch Service Provider's launch processing procedures, configure the launch verification matrix (LVM) of tasks to be assessed by squadron personnel during the mission, coordinate the Commander's CCB approval, and upload the LVM into the Launch Verification Database (LVDB) as the unit's primary tool for compliance status and risk assessments from launch vehicle/space vehicle arrival through launch.
Responsibilities:
Work primarily with JIRA/Confluence to build dashboards and status and tracking system applications, however knowledge and experience with other applications, such as Visual Basic for Applications (VBA), Microsoft Power Platform products, such as Power APPS, Power BI, and Power Automate, and Python will be beneficial.
Establish, update, and maintain data management systems for receiving, recording, and archiving LSP flight hardware processing procedures, manage and control program technical data such as technical risk assessment products, launch campaign lessons learned, technical briefings, technical drawings, mission data, and other technical documents required to support the Launch Verification process and make recommendations related to data products and data management environment to standardize processes within SSC/Launch Execution (AAL).
Perform mission assurance and fleet surveillance duties in accordance with Space Systems Command (SSC) and 2d Space Launch Squadron Mission Assurance and Launch Verification processes.
Provide recommendations to USG personnel on NSSL launch site mission assurance activities including, but not limited to, processes, resources, documentation, tools, methods of integrating or standardizing with external organizations and plans for resolving technical issues.
Perform primary role as Lead for Launch Verification Database (LVDB) technical updates to ensure its functionality and availability as the primary tool for the squadron's technical risk assessment. Track and manage loading the Launch Verification Matrix (LVM) into the LVDB. Periodically assess user inputs in the LVDB and make recommendations on improving quality and consistency. Coordinate recommendations for database enhancements. Conduct training on LVDB and Mission Assurance (MA) processes for new responsible engineers and MA technicians.
Assess the execution of the Launch Verification Processes and its consistency with overall NSSL Space Flight Worthiness Certification and Readiness Review processes and make recommendations for improvement.
Monitor and assess configuration changes to the Space Launch Complexes (SLC) operated by NSSL Launch Service Providers (LSP) as compared to the approved certification configuration baseline and make recommendations to the USG.
Assist USG personnel with mission assurance and fleet surveillance duties in accordance with the SLD 30's Mission Assurance and Launch Verification processes.
Perform supporting functions to the launch site responsible engineer including, but not limited to, assessing requirements, researching LSP data systems for relevant data and documentation, evaluating past procedures/documentation for current applicability, attending required meetings, assessing LSP adherence to engineering processes, providing summaries of LSP activities, providing recommendations for required Launch Verification Database (LVDB) updates, recommending risk assessments to the launch site responsible engineer, and developing applicable lessons learned.
Maintain and update launch site mission assurance documents such as operating instructions, plans, and CONOPS.
Provide technical recommendations for and provide summary documentation of NSSL system Technical Interchange Meetings (TIMs)/TEMs/Reviews.
Perform integrated assessments of New Entrant LSP's proposed plans and perform analysis of alternatives where appropriate.
Provide integrated assessments to aid USG evaluation of cost, schedule, and performance risks and opportunities associated with LSP processes and provide recommendations in support of USG technical and acquisition activities.
Capture and document best practices and provide training and certification support as directed.
Basic Qualifications:
Bachelor's Degree in Mechanical/Aerospace Engineering or Bachelor's Degree in STEM field.
1.5 years DoD Launch/Range systems engineering or mechanical engineering experience accepted in lieu of each 1 year of degree because of proposed functions in launch site mission assurance and fleet surveillance requirements.
10 years as systems engineer, technical PM, or other related areas with at least 5 years of NSSL, Launch/Range, DoD, or NASA engineering experience.
Security Clearance Requirements:
Ability to obtain and maintain a Secret Clearance.
Physical Requirements:
Must be able to remain in a stationary position 50%.
Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
The projected compensation range for this position is $110,800.00-$185,500.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
