The Business Program Manager role will manage the Proposal Cost Estimating (PCE) team, which is part of the larger Engineering Services organization within Hardware / Software Engineering. The primary role and responsibility to assist with oversight of (1) Non-Recurring labor Basis of Estimate process, Work Instruction, and associated Project Estimation and Tracking (PET) tool; (2) Engineering Bill of Material (BOM) development, Work Instruction, and associated BOM software tool; (3) Data Rights / Intellectual Capital proposal review and documentation; (4) project management / control account management and labor estimating for assigned efforts; (5) BOE Quality Gate; and, (6) assist in managing the portfolio and management of assigned Internal Research and Development (IRAD) efforts.
Duties and Responsibilities:
Manage day-to-day PCE team operations of 20+ staff, exercising centralized expertise and control of related processes and tools and providing oversight of all phases of team functions.
Act as the Functional Engineering primary point of contact for various proposal, BOE, BOM, BOE Gate 2, Data Rights related issues.
Interact frequently with senior leaders across the enterprise on business process improvement initiatives - such as Work Instruction, Procedures, business tool enhancements, and a variety of other organizational business topics as assigned by the Department Director.
Interfacing and leading cross-functional teams as required - such as Functional Engineering, Finance, Program Management, Manufacturing, Quality, Sustainment, Pricing, Contracts, Project Engineering, Finance, Government Compliance.
Champion and lead the identification of software tool upgrades (e.g., PET and BOM tools), interface with software developers, prioritize enhancements and features, facilitate user testing and approval to proceed to production deployment.
Lead various process improvement initiatives.
Participate in Proposal Kick Off meetings as required.
Monitor staff direct utilization to ensure operating Thresholds are met.
Develop and present PCE functional department training as required to staff and across the enterprise.
Provide training and career growth opportunities for staff.
Perform new hire candidate interviews, managing, planning, selection, and retention of staff.
Conduct annual assessment and merit cycle of staff.
Willingness and ability to work overtime as required.
Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
Expected to work in a safe manner in accordance with established operation procedures and practices.

Job Qualifications:
Typically requires a bachelors degree in business administration, engineering, information technology or related discipline and eleven or more years of progressive Business Program Management experience (e.g., strategic business, operations, business process, program administration, or project/business management) experience. Equivalent professional experience may be substituted in lieu of education.
Engineering or Technical bachelor's degree preferred
Must be able to serve as spokesperson on projects
Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives
Must be customer focused and able to work on a self-initiated basis and in a team environment
Deep knowledge of project management fundamentals.

Prior experience with Department of Defense proposal process and / or tools is highly desired.
Working knowledge or Certification in Earned Value Management.
Familiarity with FAR / DFAR is desired.
Ability to obtain and maintain DoD security clearance required.
