Summary You will serve as a TECHNICAL PROJECT MANAGER in the Program Management Office (Code 259) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13. Responsibilities You will serve as the Technical Project Manager (TPM) assigned to the Program Management Office (Code 259). You will be responsible for the execution and management of the Undersea Warfare Systems - Trainers (UWS TR) Software Development and In Service Support of tasking assigned to USW Combat Systems Department (Code 25). You will develop software or applications associated with training and Learning Management Systems (LMS). You will provide support with long term modernization strategy and development, logistics engineering to include configuration management (CM), and Intergrated Logistics Support (ILS), Test and Evaluation Engineering. You will develop overall project definition or technical approaches, organization or direction, including UWS TR tasking and cost estimates that are consistent with customer requirements. You will create and maintain documentation in support of all tasking, including a task book, staffing plan, spending plan, project schedules, status reports, risk assessments/mitigations, and project status briefings. You will provide senior technical and project related leadership to Naval Reactors, Strategic Systems Program, PEO Undersea Warfare Systems and other interfacing customers or teams to ensure coordination for common efforts. Education Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
